The university's history began in June 1915 when the Odiongan Farm School opened in Odiongan. The school was designed to teach the locals modern farming practices. 165 students were registered at the beginning of the school year. In 1929 the school was transferred to Odiongan Rural High School and in 1947 it was renamed Odiongan High School. In 1956 the status of the school was increased by Republic Act 1381 and the high school was transferred to the Odiongan National Agriculture National School and in 1958 it was renamed the Romblon National Agricultural School. In 1962 the school was given the title of college , Romblon National Agricultural College, which was changed to Romblon Agricultural College in 1969.

Since 1978, the MPs in Parliament tried to give the high school the title of state college in order to receive additional funding for the expansion. This request could only be implemented in 1983 and on September 30, 1983 the Romblon State College was opened. The last milestone in the history of the university took place on October 14, 2009, when then President Gloria Macapagal Arroyo signed Republic Law 9721 and Romblon State University was established.
