Social ticket

A social ticket is a reduced price time ticket for the use of public transport by socially needy people (e.g. recipients of unemployment benefit II , social benefits or social assistance ). Sometimes there are also single, 4-trip or day tickets as social tickets. The ticket is usually not transferable.

For the most part, the regional or supraregional transport companies receive a grant from the cities , districts and / or federal states concerned.

Baden-Württemberg

  • A social ticket is available in all major cities and in some districts. Social tickets are available under different names or in connection with special cards in:

Bavaria

  • In Augsburg there is a social ticket for 42.40 euros. However, sales fell after the public transport company introduced a monthly ticket valid from Monday to Friday from 9 a.m. (valid all day on weekends), which costs only 30 euros.
  • With the Munich Pass , you have the option of purchasing discounted monthly tickets for the Munich transport and tariff network . The IsarCard S is the same size as the IsarCard9Uhr, but costs just under two thirds of the regular price. The tickets are not available as a subscription. In addition, there is the possibility of buying up to 15 day tickets per month in the social bourgeoisie, which have no time limit.
  • Holders of a Nuremberg Pass receive a monthly pass for the city of Nuremberg and Fürth at a price of 32.40 euros. This does not apply Monday to Friday between 6 a.m. and 8 a.m. (exception: public holidays). From January 2021, the price will drop to 15 euros and the blocking period will no longer apply.
  • In Straubing , holders of the social pass can purchase discounted single tickets and day tickets.

Berlin and Brandenburg

  • The Verkehrsverbund Berlin-Brandenburg offers the Berlin-Ticket S and the mobility ticket , which correspond to a monthly ticket but are reduced in price, in Berlin by two thirds. They consist of a customer card with a photo, on which the authorization is certified, and a coupon for the respective period of validity. Since February 2018, Berlin housing benefit recipients have also been entitled to the Berlinpass , which entitles them to purchase a Berlin-Ticket S.

Bremen

In Bremen there is a social ticket that is valid in the city of Bremen, the "StadtTicket Bremen", which costs 38.90 euros or 30.30 euros (for children, young people and trainees). In Bremerhaven , which also belongs to the state of Bremen, there is no social ticket.

In the draft coalition agreement for the 2019–2023 electoral period, it was specified that the price of the social ticket should drop to 25 euros. In addition, the circle of those entitled is to be expanded. In July 2020 it was announced that the announcement regarding the price reduction would be implemented by January 1, 2021. Children and young people who live on social benefits should be able to use local public transport free of charge.

Hamburg

  • In the Hamburger Verkehrsverbund, the issue of a social card entitles you to purchase (almost all) monthly tickets with a discount of € 21.80. With the cheapest season tickets, this corresponds to a saving of 40%. The discount is borne by the Department for Social Affairs, Family, Health and Consumer Protection.

Hesse

  • In Darmstadt , a social ticket was introduced on June 9, 2019, which is valid from 9 a.m.

Mecklenburg-Western Pomerania

At Rostocker Straßenbahn AG , holders of the "Warnowpass" receive single tickets and day tickets at a reduced price. Since August 1, 2020, Warnow Pass holders can also purchase weekly and monthly tickets from the Warnow Transport Association (VVW) for the Rostock tariff zone at a reduced price. This extends the discount that was previously only valid for single journeys and day tickets. The “Warnow-Pass-Mobil” monthly pass costs 36 euros as a subscription (duration 6 months). That is 22 euros less than the normal Rostock monthly ticket at a price of 58 euros. Without a subscription, it costs 43.50 euros. The monthly ticket includes a policy of taking along - from 7 p.m. and all day on weekends, one adult and 2 children or a total of 3 children (aged 6 to 14) can be taken along. The reduced weekly ticket can be purchased for 15.50 euros (normal rate 20 euros).

The Stadtwerke Greifswald offer to holders of a cultural and social Passing 6-tickets and monthly passes at a relatively low discount (adults 15%, children 30%) of.

Lower Saxony

  • In Salzgitter there has been a social ticket since January 2019 for 25 euros (children 15 euros). It is valid from 8.30 a.m., all day for children.

North Rhine-Westphalia

  • A social ticket has been offered in the entire Verkehrsverbund Rhein-Ruhr (VRR) since January 1, 2013. It applies to the respective district area or, in larger cities, to the urban area and cost € 29.90 when it was introduced; after several increases, the price for 2019 rose to € 38.65. For trips beyond this within the VRR, an additional ticket of € 3.60 each must be purchased. Of around 1.35 million entitled persons, around 166,000 (12.3%) used the social ticket in 2017.
  • In the Verkehrsverbund Rhein-Sieg (Cologne, Bonn, Leverkusen), discounted monthly tickets and 4- journey tickets have been available since March 2012 under the name MobilPass . These are sold directly at the ticket machine and are significantly cheaper than regular tickets, e.g. B. Monthly ticket price level 1b Cologne € 31.80 instead of € 81.10. The predecessor of the VRS-MobilPass was the KölnPass of the Kölner Verkehrsbetriebe . The tickets can be transferred to other MobilPass holders.   • East Westphalia: In Bielefeld , holders of the Bielefeld Pass have been able to purchase two versions of a monthly ticket for buses and trains in the city since December 1, 2011. Other East Westphalian communities with a social ticket are Detmold , Bünde , Löhne , Enger , Spenge and Gütersloh . The districts of Paderborn and Höxter jointly offer the Fair Ticket for € 36.00 which is valid in both districts. In addition, the city of Paderborn offers a reduced fair ticket for € 24.90, which is limited to the city area.
  • In the area of Verkehrsgemeinschaft Westfalen-Süd (VGWS) there has been a mobility card called a social ticket at a price of € 29.90 per month since 2013 . Up to two adults and three children can be taken along on weekdays from 7 p.m. and all day on weekends and holidays.

Rhineland-Palatinate

Saxony

  • You can purchase discounted tickets from the Dresden public transport company on presentation of a Dresden pass . The discount is based on the ticket and is up to 50%.
  • The Leipziger Verkehrsbetriebe offers the Leipzig-Pass-MobilCard . This costs 35 euros, with a subscription 32.80 euros. The Leipzig-Pass is not tied to the receipt of social benefits, but only to the fact that certain income limits are not reached.

Saxony-Anhalt

Thuringia

  • A social ticket is available in Weimar at a price of 23 euros.

Former social tickets

  • The Dortmunder Stadtwerke offered a social ticket. It was only available with an annual subscription. The offer had been available since 2008, but due to the follow-up costs for the city of Dortmund, the conditions were drastically worsened on February 1, 2010. Until then, the social ticket cost 15 €, but at more than 30 € the price was only slightly below that of a regular subscription. In addition, the new ticket could only be used after 9 a.m. The number of users then fell from 28,500 to 8,050. At the end of 2012, the Dortmund social ticket was discontinued in favor of the newly introduced VRR social ticket.
  • Since December 1, 2008, a personal social ticket has also been available as an annual subscription from the Verkehrsgesellschaft Kreis Unna . Here too, after a price increase of almost 50%, the number of users fell from 6,114 to 2,312.
  • The coalition agreement of the green-red state government of Baden-Württemberg from 2011 called for a social ticket: "We support models that ensure that people with a lower income can also take advantage of public mobility offers." But no regulation was made.

Rejected social tickets

  • In Chemnitz , a social ticket was rejected in 2008 because of the additional financial burden by the city council. In 2018 such a proposal was rejected again.
  • At the Hallesche Verkehrs-AG (HAVAG) a social ticket was to be introduced in 2009 at the same time as Leipzig by a city council resolution. Due to the financial situation of the city of Halle (Saale) , however, the project was canceled.

Alternative models

Other practiced models for participation in mobility are a general citizen ticket (with social discount) or the non-discriminatory and unconditional mobility concept of free local transport .
