The Andorran Euro coins are the coins of the common European currency Euro, introduced by Andorra on December 29, 2014 .

prehistory

The Principality of Andorra used the French franc and the Spanish peseta until 2001 and, with the introduction of the euro, introduced the euro unilaterally in its neighboring countries, Spain and France . So far, the country has used the euro “ de facto ”, but not “ de jure ”. The biggest obstacle to a currency agreement with the countries of the euro zone was not the pseudo- currency diner and the adjustment of tax law, but the Andorran banking secrecy. The government decided to introduce the euro on October 11, 2000 and started negotiations on this in 2004, with the aim of minting and issuing its own euro coins on January 1, 2009. However, an agreement could not be reached by then.

Legal basis and scope of the coining rights

On June 30, 2011, a currency agreement was signed between the EU and Andorra, which came into force on April 1, 2012. This made the euro the official currency of the principality. Andorra received, under certain conditions, the right to issue euro coins from July 1, 2013, amounting to 2.4 million euros annually. The planned implementation period for the conditions set out in the currency agreement actually ended on September 30, 2013. Jorge Cinca, the Andorran Finance Minister, told the General Council , the unicameral parliament of Andorra, on October 2, 2012 that there were still problems with the implementation of European legislation to prevent money laundering and the signing of a cooperation agreement with the International Organization of Securities Commissions (IOSCO) on the rules to combat fraud and counterfeiting of banknotes and coins. This would delay the start of coinage until January 2014. It was not until November 20, 2013 that the Andorran government passed the decrees required under the currency agreement to implement European standards.

Circulation coins

In 2011 a design competition was announced for the design of the Andorran euro coins, which took place in March / April 2013. The 2 euro coin, on which the Andorran coat of arms was to be depicted, was excluded. The design of the coins was based on the following guidelines: The Casa de la Vall should be depicted on the 1 euro coin, Romanesque art on the coins 10 to 50 cents and nature images on the small 1 to 5 cents coins.

On May 16, 2013, the selected designs of the coins were presented and their number of copies announced.

The EU only gave the green light for the minting of the coins at the beginning of December 2013, which means that they could not be issued on January 1, 2014, as originally planned. It was postponed to the end of December 2014. The 2 euro coins and the 10, 20 and 50 cent coins were to be minted by the Monnaie de Paris , the 1 euro coins and the 1, 2 and 5 cent coins by the Spanish mint become. However, the 2014 circulation coins presented on December 23, 2014 were all minted in Spain - instead, the 2015 minting order was promised to France. The Andorran government decided to put 80% of the coins, mixed with those of Spanish origin, into circulation in Andorra and Spain from January 15, 2015 - first 10, 20 and 50 cents, later 1 and 2 euros. Coins. 20% of the coin volume is intended for collectors in the form of currency coin sets. Andorrans could order 70,000 standard coin sets at face value from December 23, 2014, with a delivery date from December 29, 2014. 69,000 coin sets in the folder were put into circulation from January 15, 2015 at a price of 24 euros.

The coins from 1 to 5 cents designed by Ruben da Silva depict a Pyrenean chamois and a bearded vulture , on which 10 to 50 cents was a detail of the Pantocrator fresco in the Romanesque church of Sant Martí de la Cortinada and the pre-Romanesque church Santa Coloma provided as a motif. Following an objection by the EU Commission against the religious pantocrator motif, only the church of Santa Coloma is depicted on the 10, 20 and 50 cent coins based on a design by Moles Disseny and Escaldes-Engordany . The representation of the Casa de la Vall on the 1 euro coins has been modified compared to the competition design by Jordi Puy ; The details of the 1 to 5 cent coins have also been changed - however, the publication in the EU Official Journal shows the Casa de la Vall in the version of the competition draft. The coat of arms of Andorra depicted on the 2 euro coin shows the miter and crook of the bishop of Urgell , co-prince of Andorra , three stakes of the coat of arms of Foix or four of Catalonia and the two cows of the Counts of Béarn . From the minting year 2017, the coin image of the 2 euro coin will be shown reduced on the pill.
