As Autorità di sistema portuale ( "ports authority ') are in Italy since 2016 under public law institutions designated for the operation of the largest seaports in charge of the country. These institutions are supervised by the Italian Ministry of Infrastructure and Transport and checked by the Court of Auditors .

history

Law No. 84 of January 28, 1994 created an Autorità Portuale to operate the ports of the following cities : Ancona , Bari , Brindisi , Cagliari , Catania , Civitavecchia , Genoa , La Spezia , Livorno , Marina di Carrara , Messina , Naples , Palermo , Ravenna , Savona , Taranto , Trieste and Venice . Piombino followed in 1996, Gioia Tauro in 1998 , Salerno in 2000 and Olbia with Golfo Aranci , Augusta in 2001 and Trapani and Manfredonia in 2003 . The last two Autorità portuali were dissolved again in 2007. These 23 port operators were united in the umbrella organization Associazione dei Porti Italiani , or Assoporti for short , until 2016 .

In 2016, the aforementioned operating system was reformed and streamlined. Several operators were merged and thus each responsible for several ports. The names of the corporations changed to Autorità di sistema portuale , to which an area name was added instead of a city.

List of port operators

With the reform, the port operators were reduced from 23 to 15 initially. In September 2018 the creation of a 16th ADSP was announced in Messina , which was split off from the one in Gioia Tauro in 2019 . The abbreviation ADSP stands for Autorità di sistema portuale . The list is based on the Italian coastline from the border with France to the border with Slovenia (counterclockwise, as of 2020).

Some ADSPs use other names in their external appearance: for example, the ADSP in Bari is also called Autorità Portuale del Levante and the one in Genoa Ports of Genoa . The new port operators are in turn united in the umbrella organization Assoporti . The Italian regions can apply to include other ports of regional importance in the ADSP.

Tasks and organization

The ADSP are autonomous in terms of administration and finances. They take over some tasks that otherwise the harbor master offices of the Coast Guard to stand. The ADSP are particularly responsible for spatial planning, construction and transport infrastructure, although in this case they are usually only allowed to act with the consent of the city councils of the respective municipalities, regions and also the central government. You take on the planning, coordination and control of the port operations as well as their marketing

The organs of the ADSP are the president, the port committee, the general secretary, the financial supervisory board and an advisory board.

The President is appointed by the Ministry of Infrastructure and Transport in coordination with the respective regional government. It must be a qualified specialist. He is appointed for a four-year term and can only be reappointed once. He represents the port and chairs the port committee, to which he submits the port development plans, the budget drafts, the accounting and the concessions for operational and maintenance services. He is responsible for the administration of the port area and the port facilities and for all other tasks that are not explicitly assigned to the other organs of the ADSP.

In addition to the president, the port committee includes: the port captain, the head of the responsible customs office on behalf of the finance ministry, the head of the responsible building office on behalf of the infrastructure and transport ministry , the presidents of the respective region and province or metropolitan city , the mayors of the respective port cities, the President of the responsible Chamber of Commerce and Industry as well as representatives of shipping companies , freight forwarders and other relevant companies. There are also employee representatives. In particular, the committee decides on the above-mentioned submissions by the President and issues opinions. It usually meets once a month.

The General Secretary is appointed by the Port Committee on the proposal of the President for a term of four years and can only be confirmed once. With his secretariat he supports the president and the committee, drafts port development plans, reports on their implementation and keeps the registers. The Financial Oversight Board consists of a chairman appointed by the Ministry of Finance and three other members appointed by the Ministry of Infrastructure and Transport. Here, too, the term of office is four years. The advisory board issues opinions and issues reports on the organization, safety and occupational health and safety as well as on the granting, suspension or revocation of permits and concessions.

Others

The formerly 15 and now 16 regional port authorities should not be confused with the 15 coastal section commands of the coast guard . These are called Direzione marittima and are responsible for a zona marittima . They are subordinate to more than 50 port (captain's) offices (Capitaneria di Porto) and numerous other subordinate agencies. At ports that are not operated by an ADSP, the port captain's office or district or local offices ("harbor master's office") of the coast guard take on tasks that are otherwise assigned to the ADSP.
