The chronology of the disaster relief measures in the earthquake in Haiti to the quake following days in January / February 2010 adds the article to the earthquake in Haiti in 2010 , on January 12, 2010 at 16:53:10 AM local time - especially the sales disaster relief to the measures actually taken or successes / failures in the rescue work and the provisional reconstruction of an infrastructure. The term disaster relief used here aims to enable people affected by natural disasters , war or epidemics to survive in the short and medium term. Political promises or intergovernmental agreements are not included.

On Tuesday January 12th 2010

  • at 21:53:10  UTC (16:53:10 local time ) - start of several quakes west of Port-au-Prince
  • During the night, first responders dig for survivors in Port-au-Prince and Pétionville with their bare hands.
  • In some cases, entire areas have been completely destroyed. Roads are impassable (maps)
  • The Argentine Air Force's mobile hospital stationed there is the only medical facility still operating.
  • Helicopters of the Argentine part of the United Nations Force fly seriously injured people to Santo Domingo .

January 13, Wednesday, day 2

  • The Argentine field hospital of the UN troops is working. 800 first aid people.
  • In the early hours of the morning, 6 tons of first aid food and medical supplies arrive from the Jehovah's Witness branch in the Dominican Republic. The branch office of Jehovah's Witnesses in Haiti itself delivers 7 tons of relief supplies including 2,800 meals. A convention center and several Kingdom Halls (community rooms) have been converted into emergency clinics and volunteer doctors and helpers from the religious community are arriving.
  • Since the early hours of January 13, eight mobile clinics and eight ambulances from the Dominican Republic, including medical staff and equipment, have been stationed in Port-au-Prince.
  • Doctors Without Borders complain that an aircraft with operating theater capacities could not land.
  • The bodies of the victims pile up in the streets. Heavy clearance equipment is necessary to rescue the people from the ruins under whose rubble they are still trapped.
  • Triage centers are set up and a. in the parking lot of the hotel "Villa Creole" in Port-au-Prince.

January 14th, Thursday, day 3

  • The President of the Dominican Republic, Leonel Fernández , is the first head of state to visit Haiti to discuss the planned support with his counterpart René Préval .
  • Red Cross employees start work on site and two aircraft chartered by the ICRC take off from Geneva with skilled workers and 40 tons of relief supplies - mainly medical supplies.
  • Ships with relief supplies could not be unloaded in the port of Port-au-Prince because the condition of the pier is at risk and the road from the port to the city is unusable.
  • Medical workers say that some kind of tight military organization is needed to get a grip on the chaos in Port-au-Prince.
  • Immediately after the earthquake, the Salvation Army Team Emergency Radio Network (SATERN) and International Radio Emergency Support Coalition (IRESC) began attempts to contact Haiti on emergency radio frequencies . Other radio networks and radio amateurs supported measures to provide a provisional communication network in and with Haiti in the days after the earthquake.
  • 20 technicians from the Instituto Dominicano de las Telecomunicaciones (Indotel) work with various private providers on communication channels.
  • Social networks like Facebook or Twitter have become an important source of information for people looking for news about their loved ones staying in Haiti.
  • A representative from Oxfam has concerns about the safety of the rescue teams, who may be at risk from increasing crime.
  • The OpenStreetMap community helps with improving the map documents for the affected area. Using satellite photos, defective and unusable infrastructure in particular - such as blocked roads and destroyed bridges - is recorded in order to make the work of the aid workers easier.

January 15, Friday, day 4

  • So far 9,000 dead have been collected. John Holmes, head of humanitarian aid for the UN, said attempts were made to identify the dead, otherwise they were buried in mass graves.
  • The poor condition of the roads, the badly damaged port of Port-au-Prince and the Toussaint Louverture International airfield with insufficient space for aircraft and storage and fuel shortages are the obstacles to the aid deliveries. In addition, there is no clear plan as to how the goods are to be distributed in Port-au-Prince.
  • Cuba lifts restrictions in its airspace on US planes so that injured people can be evacuated to Florida via Guantánamo Bay.
  • Médecins Sans Frontières reports countless requests for help in their two clinics. Despite severe damage, the Hotel Villa Creole in Port-au-Prince is used as a hospital and media center. Journalists use the dry swimming pool as their headquarters and Hope for Haiti and the International Medical Corps open a makeshift clinic for the injured.
  • The Dominican Institute of Communications announced that cellular service was restored through a satellite uplink in Port-au-Prince, but many callers struggled to get through.
  • There is discussion in Canada about easing the entry requirements for Haitians.
  • The approximately 100,000 Haitians living illegally in the USA and 30,000 who are already in the process of being deported will receive a residence permit limited to 18 months, which also gives them the right to work.
  • The UN World Food Program denies looting of their warehouse.
  • Security in Port-au-Prince is hampered by the demolition of the main prison, from which 4,000 prisoners have escaped and are now roaming the streets of Port-au-Prince.
  • A Russian rescue team testified that they had to stop their work because of the looting and general insecurity at nightfall.
  • ICRC staff in Haiti provide medical help, assess water needs and prepare for the arrival of several emergency units from various Red Cross societies around the world. These include a field hospital, mobile health units, water supply and sewage disposal units.
  • In the evening, the aircraft carrier USS Carl Vinson anchored off the coast of Haiti, ready to deliver 600,000 food rations and 100,000 10 liter tanks of water. The ship is also able to produce 400,000 gallons (~ 1.5 million liters) of drinking water per day.
  • Since the port of Port-au-Prince is still unusable, arriving ships with relief goods have to be unloaded in smaller ports such as Lafiteau or in the Dominican Republic and the goods have to be brought to Port-au-Prince by land.

January 16, Saturday, day 5

  • Burials in a mass grave north of Port-au-Prince.
  • To improve the situation, the government has temporarily transferred control of the airport and port in the capital Port-au-Prince to the US military.
  • The US Federal Aviation Administration , which has started to manage air traffic over Haiti, warns that no aircraft can land without their express permission and enough fuel for the return flight to ensure regular air traffic.
  • USA bring in more troops.
  • Under chaotic circumstances, the distribution of food by the UN and aid organizations began at the weekend.
  • Helpers have come to Leogane - about 30 kilometers west of Port-au-Prince - where 80 to 90 percent of the buildings have been destroyed. "This is the epicenter of the quake and many, many thousands are dead," said a spokesman for the UN's World Food Program (WFP). The military assumed up to 30,000 fatalities (before the quake, about 134,000 people lived here).
  • A MSF cargo plane with an operating theater and hospital was not allowed to land in Port-au-Prince and was diverted to the Dominican Republic. All of the material is transported onward from Samaná by truck .
  • Haitian Health Minister Alex Larson said in a press conference that more than 50,000 people have died, 250,000 have been injured and nearly 1,500,000 are homeless. He also announced that the seat of government has been moved to a police station not far from the international airport.

January 17th, Sunday, day 6

  • Once again, few survivors are rescued from the rubble of buildings.
  • Two aftershocks measuring 4.6 and 4.7
  • Discussions between governments, the World Bank and the UN about an early international donor country conference seem to be under way (possible topics, governance ability, priorities for reconstruction).

  • According to a message from the UNESCO Secretary for Literacy, Carol Joseph , 70,000 deaths have been recorded. According to Interior Minister Antoine Bien-Aimé, the quake claimed 100,000 lives; other sources say there could be more.
  • Rescue teams reach provincial towns. The US has sent another 2,200 soldiers to Port-au-Prince.
  • Rescued: an old lady, Ena Zizi, from the remains of the archbishop's former residence, the Mexican savior Javier Vazquez. Helpers said there were more survivors under the rubble. The rescue workers could even have spoken to them. It is unclear how humans were able to survive for so long. The helpers also found the body of Archbishop Joseph Serge Miot. A 25-year-old woman was rescued from the rubble of a supermarket in Port-au-Prince. By Tuesday, 52 rescue teams with 1,820 helpers and 175 dogs had saved a total of around 90 people, according to UN figures.
  • The Paris Club has called for general debt relief - which they approved last July (USD 214 million) - for Haiti. The reputation goes especially to the non-members Venezuela (US $ 295 million) and Taiwan (US $ 90 million) who are major believers in Haiti. Haiti's external debt in July 2009 was $ 1,885 million.
  • The United Nations Security Council decided to increase the peacekeeping mission by 3,500 men (soldiers and police officers).
  • Canadian troops repaired the Jacmel strip. The Canadian frigate HMCS Halifax anchored in front of the port city to put 225 soldiers ashore to help those affected.
January 20, Wednesday, day 9
  • 6.1 magnitude aftershocks.
    A five-year-old boy was rescued from one of the buildings that collapsed a week ago.
  • The hospital ship USNS Comfort has arrived. The treatment of earthquake victims began on the way.
January 21, Thursday, day 10
  • Some money transfer institutions reopened after it became known that banks should also open from Saturday, January 23rd and withdrawals should be possible again.
  • After repair work by the US Army, part of the port of Port-au-Prince was put back into operation and the first ships with relief supplies could be unloaded.
January 22nd, Friday, day 11
  • The death toll of 111,000 has been confirmed by Haitian authorities.
  • On the tenth day after the quake, the first bank branches open their counters for a short time. Smaller supermarkets are also opening again. An 84-year-old woman and a 21-year-old were rescued from rubble in Port-au-Prince.
  • A Venezuelan ship carrying 225,000 barrels of fuel is scheduled to arrive in Haiti this Friday. The charge is intended for electricity generation. It is believed that due to the poor state of the port infrastructure in the zone, it will be unloaded in the Dominican Republic and the fuel will reach Haiti overland.
  • Dominican Minister of Health, Bautista Rojas Gómez, said the influx of health centers in the country, which now treated nearly 15,000 earthquake victims, has decreased dramatically.
  • According to a UN communication, the Haitian government has declared the end of the acute rescue measures and thus the end of the search for buried victims. At 21:00  UTC (16:00 local time) the search will officially be stopped. The OCHA publishes the government's number of more than 111,000 dead, over 193,000 injured and about 609,000 homeless.
January 23, Saturday, day 12
  • The DRK- OP in the inflatable building and 30 tents for a clinic with 100 employees arrives in Haiti.
  • WFP's director in charge , Josette Sheeran, said on her visit to Haiti that she was able to feed an estimated 2 million people yesterday. She also said the scale of the disaster was so great that the WFP was faced with the most complex operation to date, with the basic supply chain infrastructure destroyed.
January 24th, Sunday, day 13
  • The Haitian authorities now name a new higher death toll of 150,000 for Port-au-Prince alone. (Including the places in the area, the total number could increase to 200,000)
January 25, Monday, day 14
  • The Director of the Pan American Health Organization ( PAHO ), Dr. Mirta Roses, announced that the "humanitarian corridor" through Jimaní , through which humanitarian aid for Haiti is carried out by land, can now be kept open 24 hours a day.
January 26th, Tuesday, day 15
  • The Haitian Ambassador to the Dominican Republic, Fritz Cinéas, announced that María Montez International Airport in the Dominican Republic's Barahona province will be used as a replacement for Haiti's International Airport for the time being for private travelers to and from Haiti. The connection to Port-au-Prince is guaranteed by buses. In the same interview he announced that 400,000 people have now migrated from Port-au-Prince to their home villages.
