The German preliminary decision for the Eurovision Song Contest 1991 took place in Rome ( Italy ) on March 21, 1991 under the title Ein Lied für Rom . It was the first all-German preliminary decision after reunification last year. The show was hosted by Hape Kerkeling for the third time , and Sylvia Wintergrün was co-moderator .

Due to the criticism of the TED system as well as the rather unsuitable telephone network in the former GDR, the participant was selected by 1000 jurors who were selected by GfK and who had to vote for the favorite ten minutes after the presentation of the songs.
The judges' decision was acknowledged with boos from the audience on the evening of the final, as they did not see the Atlantis 2000 group as the real winner of the preliminary decision.
