The Primorje-Gorski kotar [ ˈpriːmɔrjɛ ˈgɔrski ˈkɔtar ] ( Croatian Primorsko-goranska županija ; German Coastal – Upland ) is a county in northwestern Croatia . It lies between the border with Slovenia and the Kvarner on the northern Adriatic . It includes the northern part of the Croatian coastal region (Croatian Hrvatsko Primorje ) around the city of Rijeka , the northernmost Adriatic islands ( Krk , Cres , Rab , Lošinj ) and the mountainous region of Gorski kotar . It has an area of ​​3,590 km² and a population of 296,195 (2011 census). The administrative seat is in Rijeka.
