In 1962 , the engines of the vehicles were limited to 1.5 liters displacement for safety reasons, as many drivers had died in previous years. This restriction was lifted again in 1966 , making the 1965 Mexican Grand Prix the last 1.5-liter engine grand prix in the World Automobile Championship . Another time was driven under these regulations in 1965 at the Rand Grand Prix , which was not part of the world championship and was also held for the last time and won the Jack Brabham on Brabham .

Ferrari registered two Ferrari 1512s for Lorenzo Bandini and Ludovico Scarfiotti . John Surtees was still out due to injury. A third car was registered for Pedro Rodríguez , but under the team name North American Racing Team . Ferrari competed under this team name for the last time in the automobile world championship. Bandini stayed with the team in 1966, Rodríguez then moved to Lotus . However, he returned to Ferrari in 1969 . For Scarfiotti it was the only report in 1965 that he had to leave his car to Rodríguez for the race. At Lotus, another three vehicles were registered for Jim Clark , Mike Spence and Moisés Solana . Spence contested the last race for Lotus after three years, he switched to Reg Parnell Racing . In the following years Solana also drove a few grands prix on the American continent, one for Cooper in 1966 , then again for Lotus. At Brabham, Dan Gurney left the team after the race to start with his own team in 1966. Gurney returned to Brabham only for the Dutch Grand Prix in 1968 . Even Bruce McLaren reported from 1966 to his own team, he left it after eight years of the Cooper team. Jochen Rindt, however, extended his contract with Cooper, who also signed Richie Ginther . Ginther returned to Honda after just a few races in 1966 . Only BRM remained constant with its driver pairing and relied on Graham Hill and Jackie Stewart in the following season .

There were other personnel changes in the teams with customer vehicles. Reg Parnell Racing reported two vehicles for the race for the last time. Innes Ireland was fired from the team before the race, he drove only two Grands Prix for Bernard White Racing in his further career . Bob Bondurant received his car , who then moved to Team Chamaco Collect . Even Richard Attwood left Reg Parnell Racing and suspended one year. In the years that followed, the team only drove one car. A third driver who competed with his own team in 1966 was Joakim Bonnier , who drove for the last time for the Rob Walker Racing Team .

With Clark and Gurney, two former winners took part in the race, with the constructors Lotus had previously been successful twice and Brabham once. In the drivers' standings, Clark was unassailable ahead of Hill and Stewart. Lotus was already established as constructors' world champion.

Before the training session, there were test drives on the track, which Honda in particular used intensively to prepare for the race. The first official training session took place on Friday and lasted four hours. The first best time was achieved by Gurney, followed by Ginther, Hill and Solana. Ferrari drivers Rodríguez and Bandini had an accident right from the start. Rodríguez tested new Firestone tires and lost one, drifting off the track and seriously damaging the car. He himself remained uninjured and continued the race weekend in Scarfiotti's vehicle. Bandini hit the guardrail in the bend in front of the pit lane and damaged the front wheel suspension; the damage was quickly repaired. When Bandini hit the track again with Scarfiotti's Ferrari, he had to dodge a stray dog ​​that ran across the track. In previous years, this was a problem at the Mexican Grand Prix. Both Honda drivers then took the lead before Clark set a new personal best. However, shortly afterwards he had an engine failure and Hill and Stewart also ended the training session early with engine problems.

The second training session took place on Saturday. With McLaren, Rindt, Attwood and Ireland, four drivers did not show up at the circuit because they got lost on the way there. They didn't arrive until more than an hour after the start of training, as a result Reg Parnell released Ireland from his contract and gave the free cockpit to Bondurant. There were no consequences for the other three drivers. The two Cooper drivers started late in practice and also had technical problems that led to an accident at McLaren. Towards the end of the second practice session, Clark set the fastest time and achieved his sixth pole position of the season. Gurney was only seven hundredths of a second slower in second place. Ginther finished third ahead of Brabham and Hill. In midfield, Spence qualified sixth ahead of Bandini, Stewart and Solana; the first ten were completed by Bucknum. The best driver with a customer vehicle was Siffert in eleventh place.

Before the start there was a driver parade to which the drivers were supposed to drive in a row in a Renault R8 . Only Clark stuck to the guidelines and waited for the official start of the driver parade. Instead, the other drivers drove off early and engaged in one-lap duels with these vehicles, drifting or sometimes driving in the opposite direction.

The Grand Prix started after an introductory lap and Ginther took the lead in front of Clark and Gurney immediately after the start. Stewart improved to second place within the first lap, but was more than a second behind Ginther. Spence overtook Gurney and was third, while Clark fell back into midfield with engine problems. On the second lap, Spence overtook Stewart and pulled away from him, while Ginther extended his lead. Brabham pitted and had his car repaired for six minutes; in the following lap he came back to the pits. He later retired due to the loss of oil in his vehicle. There were also shifts in position at the top due to the failures of various drivers. Stewart lost several places with a clutch failure and then parked his car on lap 36. Clark's engine problems got worse and he was eliminated on lap nine. McLaren retired with a gearbox failure, Bondurant with a broken suspension. Rindt didn't reach the goal either, which ended the season with a double loss for Cooper.

Hill overtook Gurney and was third, with Bandini battling Rodríguez and Siffert behind them. Both Ferraris pitted on lap 33, Bandini had damaged the nose of his car in a collision with a pile of tires, and Rodríguez's battery had to be replaced. Both Ferraris were repaired and both continued the race at the bottom of the field. Ginther, meanwhile, increased his lead over Gurney, who had previously overtaken Spence, to more than seven seconds before narrowing it back to four seconds. In the fight for the following placements, Bonnier was eliminated with a defective suspension. Solana overtook Siffert and improved to fifth, before he too parked his car with a defect. The last retirement of the race was Hill, with him the reason was an engine failure. As a result, no BRM reached the destination and only eight drivers were classified.

Towards the end of the race Gurney got closer and closer to Ginther, both of them continuously increased their lap times and broke the course record several times. Gurney drove the fastest race lap in the end, but was unable to get close to Ginther, who won his only race in the automobile world championship. For him it was also the last podium in his career. Honda also won its first race, the first ever for a Japanese designer. This was the only win for Honda at the Mexican Grand Prix, it wasn't until the 1967 Italian Grand Prix that Honda won another race. The Mexican Grand Prix was also Goodyear's first victory in the World Automobile Championship. By 1998 , 367 more followed, making Goodyear the most successful tire manufacturer in Formula 1 history.

Gurney finished second, a little less than three seconds behind, and took his fifth consecutive podium. At the finish, Spence was more than a minute behind the winner and finished third, the only podium for him in the World Automobile Championship. Siffert received points for fourth place, Bucknum was fifth ahead of Attwood. Bucknum received the only points of his career. Rodríguez rolled out on the last lap and was overtaken by Attwood. He and Bandini crossed the finish line outside of the points.

In the driver standings nothing changed at the season finale. Clark was world champion ahead of Hill and Stewart. Lotus-Climax had nine points more among the constructors and was given the title ahead of BRM Brabham-Climax, narrowly overtaking Ferrari in the last race and finishing third in the standings.
