The prison Münster in Westphalia Munster is one of the oldest prisons in the country. It is the second oldest prison in Germany, only the Waldheim correctional facility was opened earlier. The building is historically valuable and listed . The prison has 528 places, of which 63 are in the pedagogical center. The Coesfeld branch belongs to JVA Münster . It is located in a building from 1850 and has 42 prison places in the closed prison.

On July 6, 2016, the Münster prison was partially evacuated because some of the older buildings are considered to be in danger of collapsing. In the meantime only the buildings erected after the end of the Second World War are used, so that the number of usable detention places has been reduced to a total of 218.

history

Construction and expansion

The Münster JVA was built from 1848 on Gartenstrasse according to plans by the Prussian architect Carl Ferdinand Busse in the English neo-Gothic style. It was put into operation in 1853. It replaced the Münster Zwinger , which is only a few meters away on the promenade . The construction was carried out in the star construction with four wings, which was common at the time, with a church building with a church tower in the center. The prison, known as the isolation penal institution , consisted of 456 single cells and 80 sleeping cells. In the decades that followed, the prison was expanded several times, including in 1861 a hospital ward, warehouse, farm building, kitchen with bakery and a psychiatric ward in 1893.

In the time of National Socialism , the institution, which has a capacity of 605 prisoners, was overcrowded with up to 1,100. Among other things, a forensic biology research center was set up in which criminals were examined for a “judgment about the worth or disqualification of the individual for the people and the state, for society and for the race”. SS and Gestapo guarded prisoners in one wing, and shootings were carried out on the premises. On March 29, 1945, Gestapo employees shot and killed 17 Soviet prisoners of war and buried them in a bomb crater. A second wing, parts of the church as well as the administration building and the infirmary were destroyed during air raids on Münster during World War II. After the war ended, the buildings were quickly rebuilt.

The prison has had a pedagogical center since 1971, in which up to 63 prisoners can obtain school-leaving qualifications. In autumn 2005, prisoners in Münster took their first Abitur behind bars in North Rhine-Westphalia . In 1975 a new farm building was completed, and 13 places were created for drug addicts who can take part in therapy for up to 18 months. Such a model is unique in North Rhine-Westphalia. In 1985 a visiting department was expanded. In the 1990s, a cooperation was started with the Westphalian Wilhelms University , which gives law students an insight into the penal institution. The number of employees is over 300, and the prison has space for around 550 inmates. The prison library department has been located at the JVA Münster since 2003; it coordinates library work in the penal system and youth arrest in Westphalia-Lippe (around 30 libraries). The prison library was completely renovated and redesigned in 2005. In December 2006 the Association for the Promotion of Prison Libraries was founded here in order to promote libraries in cooperation with youth arrest and correctional institutions. In 2007 the prison library was awarded the “ Library of the Year ” prize, worth 30,000 euros .

Planning a new building

A new building has been planned since 2010. On August 30, 2012, the decision to close the correctional facility in Gartenstrasse and to rebuild the prison was announced by the NRW Ministry of Justice. The new building, which will take five years to build, should offer space for 640 to 760 prisoners, and a further 60 young people should be able to accommodate. Furthermore, space is to be offered to 500 employees. The building site must have a size of around 12 to 15 hectares . The specifications of the state of North Rhine-Westphalia for the building site provide for an area of ​​15 hectares and a bus stop. The city of Münster prefers the construction of the new prison in the city area, preferably on a piece of land owned by the city, in order to meet the wishes of the city administration. The site of the barracks in Münster-Handorf was discussed as the location for the new building . Likewise, a property east of the Kanalstrasse near the Provinzial-Versicherung was traded as a location. A spokesman for the Düsseldorf Ministry of Justice announced at the end of March 2013 that neither of these two locations would play a role for the Ministry in the choice of the building site. When searching for a location for the new prison, an administrative template from 2001 with the title "Location search for the new construction of the Münsterland Stadium" was used, which contains possible locations for a new stadium of the SC Preußen Münster , since both construction projects have an open area of ​​around 15 hectares and good local transport links are required. A total of 34 possible locations were examined. About a dozen of these would be shortlisted for the construction site. A location close to the city is expressly desired for the new location. This was justified with a quick transfer of detainees on remand to the Münster district court and a good connection to local public transport for visitors. City and country stated that citizens should be involved in the search for a location. According to the NRW Ministry of Justice, the budget for the new building amounts to 180 to 200 million euros. At the end of April 2013, a site near Haus Uhlenkotten and an area on Weseler Strasse were the favorites for the new location . According to the state government, the search for a suitable location for the construction project should concentrate “on the areas around the two motorway junctions”. In May 2013, the Ministry of Justice announced that the new building should be built by 2019 on the site of the former military training area in Handorf. The Münster City Association of the German Nature Conservation Union sees this critically because the area is ecologically valuable. However, the site did not come about because the Ministry of Defense was not ready to sell the site. Instead, the new building is to be built on an open space on the outskirts of the city in the area of ​​the Wolbeck district .

The star-shaped building on Gartenstrasse is to be converted, similar to the Dreifaltigkeitskirche , the Bonifatiuskirche or the Alte Feuerwache , whereby the facade is to be retained. Due to the partially dilapidated building stock, the preservation of the building complex is considered questionable. According to an expert opinion, the rehabilitation of the prison is not economically feasible.

On the day on which the lease agreement between the construction and property company of North Rhine-Westphalia and the state of North Rhine-Westphalia for the new building begins, the lease for the location on Gartenstrasse will automatically end. The location in Coesfeld is also to be given up after the new building has been completed.

Eviction 2016

On July 6, 2016, the construction and real estate company of North Rhine-Westphalia ruled that some buildings in the Münster prison had to be vacated within 48 hours due to the risk of collapse. As a result, 450 of the 500 prisoners were distributed to other locations. In the meantime, prisoners can be accommodated again in the so-called hospital building and wing B, both of which were only built after the end of the Second World War . In total, there are adhesion capacity for 218 people, including 139 places for pre-trial detainees and 79 convicted for legally offenders.

On December 13, 2004, a team from the ARTE broadcaster recorded a documentary about the prison, which was broadcast in 2005 as part of the family album series , which was the subject of the pedagogical center.

On March 5, 2006, Til Schweiger shot one day for his film One Way in the Münster prison. This represents the backdrop for a New York prison. A team of 70 was brought to Münster for six scenes, which make up about 70 seconds in the film.
