The 4th California Tour took place February 14-22, 2009. It was held in a prologue and eight stages over a distance of 1287 kilometers. The tour is part of the UCI America Tour 2009 and is classified in the highest category 2. HC.

Levi Leipheimer (Astana) won for the third time in a row.

After their suspension, Ivan Basso , Tyler Hamilton and Floyd Landis took part in an international race for the first time.
