The German Cultural Council e. V. is the umbrella organization of German cultural associations and is based in Berlin .
It sees itself as a partner of the policy and administration of the Federal , the country and the European Union in all the individual divisions of the German Cultural Council e. V. overarching cultural policy matters. The purpose is to bring cross-sectoral issues nationwide into the cultural-political discussion at all levels.
history
The association was founded in 1981 as a politically independent working group of cultural and media political organizations and institutions of national importance. In 1995 the working group was transformed into the fixed and more capable structure of a non-profit association . As early as 1981 it was formulated that the German Cultural Council should become an “umbrella organization of umbrella associations”. Two decades later it became the recognized umbrella organization of the federal cultural associations.
259 federal cultural associations and organizations have joined the German Cultural Council in eight sections.
The German Cultural Council has been awarding the cultural penny since 1992. The award generally honors people who have distinguished themselves through outstanding, cross-disciplinary, long-term cultural and political achievements.
The newspaper of the German Cultural Council, Politics & Culture , has been published since 2002 to inform the public about topics of cultural policy and from 2012 to 2019 the association published the Rote Liste Kultur in order to refer to threatened or already closed cultural institutions such as theaters, museums, To draw the public's attention to initiatives, associations, programs or film houses. In analogy about the Red List of endangered species or the Red List of endangered world heritage of UNESCO is to be so always made to date on the creeping degradation attention. It was published in the in-house magazine Politik & Kultur, published by Olaf Zimmermann and Theo Geißler, until April 2018.
In 2016, on the initiative of the German Cultural Council , the Federal Ministry of the Interior, Building and Home Affairs founded the Federal Ministry of Labor and Social Affairs , The Federal Government Commissioner for Culture and Media , The Federal Government Commissioner for Migration, Refugees and Integration and the German Kulturrat the initiative cultural integration . Representatives from civil society, social partners, churches and religious communities, the media, the federal states and municipalities joined in to discuss together what contribution culture can make to integration.
In 2017, the German Cultural Council launched the “Women in Culture & Media” project office. Its initiation goes back to the study of the same name, sponsored by the Federal Government Commissioner for Culture and Media , by the German Cultural Council, which shows on almost 500 pages that it is not yet possible to speak of gender equality in the field of culture and media. The project office aims to support the discourse on gender equality and to back it up with the implementation of concrete measures.
The “Sustainability & Culture” project office was set up in September 2018 with the support of the Council for Sustainable Development in cooperation with the Federation for the Environment and Nature Conservation Germany (BUND) . The aim of the two-year campaign is to build a bridge between the sustainability discourse in the field of nature and the environment and debates on cultural policy.

The association is supported by eight sections , structured according to technical aspects , which in turn are composed of a total of 258 federal associations:

- Council for Socioculture and Cultural Education
Each of these eight independent sections is in the speakers' council and in the general assembly of the German Cultural Council e. V., the annual plenary session . The three- member board of the speakers 'council, consisting of a president and two vice-presidents, is elected from among the speakers' council for a period of 3 years . From 2001 to 2013 Max Fuchs was the chairman of the speakers' council. From March 12, 2013 to March 20, 2019, Christian Höppner served as honorary president. On March 20, 2019, the Speaker Council of the German Cultural Council elected Susanne Keuchel to succeed Christian Höppner as President. Ulrike Liedtke (German Music Council) and Boris Kochan (German Design Day) were elected Vice Presidents .
Olaf Zimmermann has been the managing director since 1997.
The German Cultural Council is a member of the European Movement Network .
Publications
With its publications, the German Cultural Council presents the content and focus of its own work. The published publications of the German Cultural Council provide essential basics, further information and creative suggestions for the theory and practice of cultural policy.
Politics & Culture
To inform the public, the newspaper Politik & Kultur appeared six times a year until 2018 and since 2019 ten times a year in a print edition and in an online edition. The newspaper of the German Cultural Council is published by Olaf Zimmermann and Theo Geißler . It reports on cultural-political issues and also dedicates each issue to a current topic. Politics & Culture are enclosed at irregular intervals with dossiers and supplements that deal with a particular topic in detail.

Award cultural penny
Since 1992, the association has been honoring personalities or institutes who have rendered outstanding services to culture in Germany every year. The “Kulturgroschen” is the highest award that the German Cultural Council bestows for cultural-political and cultural engagement.
