causes

The election result was marked by the decline in voter turnout from 71.7% to 57.6% and the first appearance of the DG / BHE. The profits of the displaced party were mainly at the expense of the CDU.

Federal political issues were also decisive for the voting decision: the controversial integration into the West , which in the SPD's presentation was at the expense of German unity, and rearmament, which was intensely discussed with regard to the Korean War . In view of the North Korean war of aggression, the KPD halved its election results.

Both the election in Hesse and the one in Württemberg-Baden showed a uniform picture: losses for the CDU and KPD, which were offset by profits from the party who had been expelled.

From the CDU's point of view, the defeat in both countries was also a consequence of the grand coalition , which made the CDU's position appear blurred.

consequences

The all-party government of the Maier II cabinet was replaced by the social-liberal coalition of the DVP and SPD. Contrary to the strength of the coalition parties, the DVP managed to get Reinhold Maier to remain Prime Minister in the Maier III cabinet .

Legal basis and electoral process

The legal basis was Act No. 372 on State Elections (Landtag Election Act) of October 5, 1950, passed by the State Parliament on August 3, 1950.

The deputies were elected on the basis of nominations for the 26 constituencies (district nominations) and on the basis of nominations for the whole country (state nominations). 85 seats were allocated to the district election proposals, 15 to the state election proposals. Citizens aged 21 and over were entitled to vote.
