action
While DEA agent Enrique "Kiki" Camarena moves with his family from the United States to Guadalajara ( Jalisco ) in Mexico to fight drug crime on the ground, Miguel Ángel Félix Gallardo , former state policeman and bodyguard of the governor of Sinaloa , forges together a plan with Rafael "Rafa" Caro Quintero to be able to enter the drug business with a high quality breeding of cannabis plants.
Her boss Pedro "El León de la Sierra" Avilés sends Gallardo, Rafa and Ernesto "Don Neto" Carrillo to Jalisco in order to negotiate with the local drug lords, the Naranjo brothers, to be able to operate in their area, because the Mexican authorities are too put a lot of pressure on the Narcos in Sinaloa. When Hernan Naranjo declines the offer of a partnership, Gallardo shoots him. Meanwhile, Kiki is being recruited to gather facts about the Narcos in Guadalajara for the American authorities. Gallardo manages to negotiate a partnership with a high-ranking member of the DFS (Federal Directorate for Security), Juan José "El Azul" Moreno , whereupon Hernan's brother Hernin Naranjo is shot by him.
While Rafa takes care of cannabis cultivation in Guadalajara, Gallardo travels the country to partner with the most powerful drug traffickers in Mexico and to make his dream of an empire come true. In Ojinaga ( Chihuahua ), Gallardo makes contact with Amado Carrillo Fuentes , who is the nephew of Don Neto, with his boss and rival of Pedro Avilés named Pablo Acosta and negotiates a partnership with him. He also made contact with Alberto Sicilia Falcón in Tijuana ( Baja California ) for his consent to smuggle marijuana through Tijuana with Benjamin and Ramón Arellano Félix . A meeting, organized by Gallardo, is to unite Acosta from Ojinaga, the Arellano-Félix brothers from Tijuana, Gabino Salcido from Mazatlán , Filemón Medina from Zacatecas , Rene Verdugo from Nogales , El Azul from Jalisco and Pedro Avilés in a consortium , whereupon Avilés wants to shut out rival Acosta and Gallardo's plan is destroyed as no one will join without Acosta. Don Neto contacts the DFS director, Salvador Osuna Nava, who is already in the know and is interested in a partnership, and tells him about Gallardo's possible murder by Avilés, whereupon Avilés is shot during a police check in Gallardo, as Nava believes that there would be no without Gallardo Consortium can give. "El Chapo" Guzmán , who was the driver of Avilés during the police check, is spared by Gallardo and gets a job in his organization. The Guadalajara Cartel is born.
Kiki infiltrates the Rafa cannabis plantation and finds evidence that Gallardo is now the boss of a cartel that turns over $ 30 million a week and associates with more and more of the country's most influential people. The DFS sabotages all DEA ventures that are trying to bring down the Guadalajara cartel until Rafa fakes the kidnapping of Sofía Conesa, daughter of a high-ranking member of the PRI party , because her love for a narco would not be approved by the family . Through his influence, the highest-ranking commander of the Mexican federal police , Commander Guillermo González Calderoni of Mexico City , is assigned to arrest Rafa. Kiki and his unit support his plans so that in order for the government to withdraw, Gallardo must do a favor for an influential friend of Nava's by smuggling firearms to a guerrilla militia in Nicaragua and cocaine from Nicaragua to the United States, since the smuggling routes via Honduras , Panama and El Salvador are no longer accessible by the US authorities. Gallardo decides to fill this void and negotiates a partnership with the Cali Cartel from Colombia to smuggle their cocaine through Mexico into the United States. Since the Medellín cartel would lose its influence, Gallardo is ordered by the drug king Pablo Escobar to Medellín to transport the same amount of cocaine to the States for him in the future.
Cocaine exporter Sicilia Falcón learns of Gallardo's plans to smuggle cocaine and starts a war against the Guadalajara cartel. In the meantime, the DFS learns of the progress of the DEA's supervision and begins to use gun violence against Kiki's unit. In addition, Kiki's boss James Kuykendall from Washington, DC receives notification that Gallardo cannot be arrested by the DEA on Mexican soil for political reasons. The DEA secretly manages to confiscate a delivery of cash to Gallardo and pretends to have also confiscated financial documents in order to lure Gallardo into a trap with the help of his banker Thomas Buehl. Gallardo, who recently negotiated a partnership with the Mexican government through middleman Rubén Zuno Arce, now enjoys their protection and is warned by Rubén's influential uncle before he can be arrested by the DEA on American soil. Likewise, through his new relationship, Gallardo can have Falcón arrested and murdered by the police, making the Arellano-Félix brothers the bosses of Tijuana from now on.
Even so, Gallardo's problems do not diminish over time. He separates from his wife because she urges him to move back to Sinaloa and he does not want to comply with her request. Isabella Bautista, Gallardo's childhood friend, who introduced him to Falcón and who negotiated a ceasefire before he was murdered, demands a share of the business in Tijuana. Rafa, who did not want to take part in the cocaine transport because it would turn the organization into serfs of the Colombians, continues to cultivate the cartel's cannabis, while Gallardo begins to neglect the export of marijuana. In addition, due to the tensions that have been emerging between himself and Amado for a long time, Rafa demands from Gallardo to eliminate Amado. Don Neto loses his son Gilberto after he is accidentally shot and killed in an argument. Because of the higher profit margin from cocaine transport, Nava is demanding a larger share from Gallardo. Acosta, on the other hand, has an outdated distribution system that needs to be renewed. Gallardo makes adjustments at a scheduled meeting of key figures in the cartel. Héctor “El Güero” Palma , partner of Acosta, is now in charge of operations in Mazatlán, while Acosta in Ciudad Juárez will be supported by Amado from now on . He also makes it clear that cocaine is the future of the cartel and that nothing will change in terms of the division in Tijuana. Gallardo does not respond to the profit adjustment desired by Nava. Rafa leaves the building in anger, Isabella turns away from Gallardo, and Nava is murdered after an insulting speech by Gallardo, making El Azul the new director of DFS.
Kiki and his boss, James, use photos that they submit to the U.S. Embassy in Mexico to show that Rafa's 400-acre cannabis plantation in Zacatecas has around 5,000 tons of marijuana with an estimated street value of $ 2.5 billion can be dropped, captured by the Mexican army and burned to the ground. The US Congress passed into Mexico with the help of Kikis DEA unit a corruption investigation and evidence tampering one, which is why Kiki influential without Gallardos blessing on behalf of Rubén's is uncle kidnapped by Rafa and El Azul's men to brutal torture in experience bring to whether the US authorities have received information about the cooperation between the government and the Narcos. While James is desperately trying to track down Kiki without the support of the Mexican authorities, Washington, DC sends 20 DEA agents equipped with state-of-the-art surveillance technology to Mexico to track down Kiki under the direction of Amado Pavón, an employee of the DFS board of directors from Mexico City . Rafa, who tries to go into hiding with his beloved Sofía and is supposedly stopped at the airport by Pavón and his men, is deliberately let go by Pavón and leaves the scene in the plane for Costa Rica . After this scandal became public in the media, Pavón was withdrawn on allegations of corruption, the US ambassador and the acting head of the DEA were brought in and Commander Calderoni was brought in. In Costa Rica, Rafa is arrested in a villa near San José following an anonymous tip from Gallardo . A little later, the body of Enrique "Kiki" Camarena is recovered near a ranch house in Zamora .
The US authorities are now doing everything possible to expose the extensive corruption in the Mexican government. Various police officers and DFS employees are arrested and Gallardo and Don Neto go into hiding. Meanwhile, Isabella Bautista convinces Benjamin Arellano Félix to take advantage of Gallardo's situation and call a meeting in which Benjamin should proclaim himself the new head of the cartel. Don Neto is tracked down and arrested in Puerto Vallarta , while Gallardo can be tracked down in Sinaloa through a tip from the supposedly allied governor Celis . Gallardo manages to negotiate a deal with Commander Calderoni and secure his release, using tapes from Kiki's interrogation, which could prove his partnership with the government. Unexpectedly, Gallardo, accompanied by Mexican soldiers, arrives at the cartel meeting in Ensenada and declares that he will remain the boss and that he will again enjoy extensive protection from the government. He also has Governor Celis's son murdered in revenge. In secret, the US authorities are assembling a special unit in Mexico to search for Kiki's real killers - Operation: Leyenda .
