Since 2013, the office has been subordinate to the NBC defense command of the Bundeswehr . Previously it was part of the army as one of the schools of the army under the name ABC and Selbstschutzschule (ABC / SeS) . The school housed in the Jägerkaserne enjoys an international reputation.

tasks

The school has the following tasks:

  • Training of the NBC defense forces (civil and military) of the Bundeswehr in NBC protection
  • Further development of the NBC defense force
  • Training of all members of the Bundeswehr (civil and military) in the areas of self-protection, fire protection, radiation protection and environmental protection as well as occupational safety
  • Training of ABC device mechanics, ABC electronics repair staff and ABC device testers
  • Training of ordnance disposal personnel in the disposal of chemical ammunition finds

In one training year (as of 2014) up to 3,600 course participants are trained.

history

According to the deployment order No. 13 (Army) of the Federal Ministry of Defense of May 18, 1956, a first Army School for NBC Defense (deployment staff) was formed with effect from July 1, 1956. The initially envisaged location in Celle in Lower Saxony was used by the British armed forces at that time , which is why they decided on Sonthofen im Allgäu .

Due to the renovation of the Generaloberst-Beck-Kaserne (GOB) on the Kalvarienberg in the east of the city, the more central Jägerkaserne in Sonthofen was initially occupied. On August 7, 1956, the name was changed to NBC Defense School (ABCAbwS). The first school commander was from 1956 Lieutenant Colonel, later Colonel, Herbert Mitzscherling, later stage manager of the NBC defense force and NBC defense of all troops. A first course supported by the Chemical Corps of the US Army for specialist instructors and NBC defense officers in management positions was held from October 1956 to February 1957 with sixteen course participants. The knowledge gathered there flowed into the NBC defense training of all troops .

In July 1957, the ABC school moved to the GOB, which at the time was also used by other army and armed forces schools (military police , telecommunications and sports school ) and departments . The ABC school was then subordinated to the Army Office (HA) in Cologne. In the course of teaching, the buildings were expanded and converted, including scientific laboratories , so that the scientists (soldiers and civilian employees) could start their work in the biology and physics groups . Since the beginning, the school has housed a library with over 1,300 volumes and specialist journals. Later (1988) their inventory reached 17,000 copies in the classic scientific subjects of physics, chemistry and biology, radiation , disaster and environmental protection and self-protection and fire protection as well as NBC defense . In 2003 the inventory amounted to more than 28,000 copies. The library (today: Specialized Information Center of the Bundeswehr) is a member of the North Rhine-Westphalia regional association of the German Library Association (dbv).

In 1957 an NBC defense training company (ABCAbwLehrKp) was established, which was subordinate to the school. In 1958, ABC material was tested on military training areas (TrÜbPl); A radiation emptying site was set up on the US Army's TrÜbPl Grafenwöhr in the Upper Palatinate . The educational films “Defense against nuclear weapons for all troops” and “Defense against chemical warfare agents” were also made there. The ABC training company was then dissolved in the course of the establishment of the NBC defense training battalion (ABCAbwLehrBtl) in 1958. The NBC defense training battalion later moved into at the Ostrach located Gruenten barracks to in Sonthofen. Because of the relocation of the telecommunications school, the ABC school could be expanded in 1959. In 1960 foreign military attachés visited the facility for the first time . In the same year, an NBC defense sergeant training company (ABCAbwUffzLehrKp) was set up, which existed until 1963 (later inspection). A planned new school building in Geilenkirchen , North Rhine-Westphalia , was rejected. In 1964, air protection was integrated and the school was renamed the NBC Defense and Air Protection School (ABCAbwLSS) with effect from January 1, 1964 .

After the Army Sergeant School  I was founded in Sonthofen, the ABC school was again relocated to the Jägerkaserne due to lack of space and renamed the ABC and Self-Protection School (ABC / SeS) on January 1, 1965 with the integration of self-protection . In 1969 Sonthofen was designated as the final location for the NBC defense by the Federal Ministry of Defense. In 1970, a BC training field was created in the Grünten barracks. In 1972 a sports hall was added to the property . A radiation measuring field was inaugurated in 1976. In 1978 , Ignaz Kiechle (CSU), a member of the Bundestag for the constituency of Oberallgäu (256), inaugurated a central lecture hall building in the Jägerkaserne with numerous offices, lecture halls, special lecture halls and tactics lecture halls as well as medical and biological laboratories and a large lecture hall with around 380 seats . Initially, only officers and NCOs from all branches of the armed forces were trained here in NBC defense for all troops, and later also the NBC defense forces of the army with their career and deployment courses. In addition, commanders and generals / admirals were instructed and civilian employees of the Bundeswehr administration were trained.

In 1988 the commanders' meeting of the army took place at the school with the participation of the inspector of the army , Lieutenant General Henning von Ondarza , and the Federal Minister of Defense, Manfred Wörner . Members of NATO , the Federal Border Police, civil disaster control , the fire brigade, the police, the Red Cross and other, also ministerial, areas came to Sonthofen as guest audiences. In the course of the Second Gulf War (1990), in which Iraq invaded the Emirate of Kuwait , the military of friendly states and others were in Sonthofen. a. of the USA and Israel trained on the Fuchs ABC armored vehicle . The US Army only used Fort McClellan in Alabama for similar purposes .

In the next few years, the range of training courses was expanded to include environmental protection (1990), fire protection (1995) and occupational safety (2008). In 1995 the previous training center of the Wehrbereichskommando (WBK) V was reclassified into a branch of the ABC and self-protection school and in 2003 the fire protection training was separated from the technical school of the Air Force 3 in Faßberg and in the Heuberg camp in Stetten in Baden-Württemberg on the cold market as part of a Centralized expansion to include the armed forces and the Bundeswehr administration. The civilly recognized fire brigade training of the Bundeswehr fire brigades is now taking place there. In 2016, five new fire protection training systems were inaugurated at the Heuberg military training area . In addition, at the beginning of the 1990s, disaster relief and UN missions were integrated into training and the chemical services of the GDR's National People's Army (NVA) were promoted.

The school commanders of the NBC defense schools in Germany, Austria ( NBC defense school "Lise Meitner" of the Austrian Armed Forces in Korneuburg) and Switzerland ( NBC defense school of the Swiss Army in Spiez) initiated a " DA-CH cooperation" in the 1990s in order to be able to exchange information regularly. In 2002, the “Sonthofer Partnership” was agreed, which should enable a further deepening of the relationships in teaching, conception and other areas between the countries. In 2011 the Analytical Task Force (ATF) practiced at the ABC school as part of ATFEX .

In 2006 the school celebrated its 50th anniversary with the participation of the Army Inspector, Lieutenant General Hans-Otto Budde . As part of the realignment of the Bundeswehr (2011), it was decided that the GOB with the listed old building structure should be converted and expanded for various offices (see Wulf Architekten from Stuttgart); The school is expected to move into buildings there in 2019. With the change of the NBC defense force to the Armed Forces Base (SKB), the NBC / SeS was subordinated to the NBC defense command of the Bundeswehr (ABCAbwKdoBw) in Bruchsal, Baden-Württemberg in 2013 under the name School NBC Defense and Legal Protection Tasks (SABCAbw / GSchAufg) thus also in the SKB.
