Thomas Raines (born August 13, 1842 in Canandaigua , New York , † August 12, 1924 in Rochester , New York) was an American lawyer and politician . He was New York Treasurer of State from 1872 to 1875 . The Congressman John Raines (1840-1909) and Senator George Raines (1846-1908) were his brothers.

Career

Thomas Raines, son of Mary Remington (1815–1889) and Reverend John Raines (1818–1877), was born in Ontario County during the 1837 Depression. His childhood was overshadowed by the Mexican-American War . He attended schools in Canandaigua. After that, he started as a salesman in Lyons ( Wayne County ) to work. During the Civil War , Raines and others founded a new bank in Geneva, Ontario County, when he was 21 years old . In 1867 he settled in Rochester ( Monroe County ). There he became a cashier at the Farmers 'and Mechanics' National Bank.

Raines was New York's Treasurer of State from 1872 to 1875. He was nominated for the post by the Republican Party in 1871 . In 1872 he joined the Liberal Republican Party . When he was re-elected in 1873, he was a member of the Democratic Party . In May 1874 he suffered a nervous breakdown. In contemporary newspaper reports he was described as raving lunatic and severely mad . He is also said to have been infected with religious frenzy . He was declared unable to work and sent to the Utica State Asylum for treatment . The governor of New York John Adams Dix appointed then on June 1, 1874 Abraham Lansing as Acting Treasurer to Raines' recovery, or a decision by the New York State Legislature that would arrive next January, had fallen. After his mental health was restored, Raines was reinstated by Governor Dix on August 19, 1874.

After serving as Treasurer of State, Raines studied law . He was admitted to the bar in 1879. He then began practicing in Rochester as a partner in the law firm Raines & Raines. In 1883 he was named Special County Judge in Monroe County. Raines was president of the Monroe County Bar Association in 1911 . He died in Rochester in 1924 and was buried there in Mount Hope Cemetery .
