The 38th Vuelta a España was held in 21 sections and 3398 kilometers from April 19 to May 8, 1983 . The winner was Frenchman Bernard Hinault , the mountain classification won José Luis Laguía , the points classification won Marino Lejarreta . Sabino Angoitia won the Meta Volantes classification , Carlos Machín won the Sprint Especiales classification and the ZOR-BH team won the team classification .
