The 44th Vuelta a España was held in 23 sections and 3656 kilometers from April 24 to May 15, 1989 . Overall winner was the Spaniard Pedro Delgado , the points classification won Malcolm Elliott , the mountain classification and the combined classification won Óscar de Jesús Vargas . Miguel Ángel Iglesias won the Meta Volantes classification , Marcel Arntz in the Sprint Especiales classification , Iwan Iwanow in the junior classification and Kelme in the team classification .

The race was characterized by the battle for the overall standings between Delgado and his Reynolds team and the later runner-up Fabio Parra and his Kelme team. On the penultimate day with a stage over five mountain passes, the overall leader Delgado was quickly isolated from his teammates after a general attack by the Kelme team, which was made up of strong Colombian mountain specialists. He kept the gap to Parra within limits with the help of various drivers from other teams without ambitions in the overall standings and thus saved his overall lead. The riders who supported Delgado included the Russian Ivan Ivanov, who received a white envelope from Delgado in public before the start of the last stage. Delgado said it contained his address so that Ivanov and his family could visit him.
