The 2nd league in 1990/91 was the 43rd season of the second highest Polish men's soccer division. It started in July 1990 and ended in June 1991.

mode

The 20 teams played against each other twice on a total of 38 match days, divided into a round trip. The champions and runners-up were promoted directly to the first division , while the third and fourth placed were promoted through the play-offs. The last four clubs played two relegation teams.

The regulation with an extra point for wins with three goals difference was discarded from this season, as it did not bring the hoped-for success.
