George W. Bush Cabinet
During George W. Bush's eight-year tenure as President of the United States from 2001 to 2009, there were many personnel changes over time compared to the cabinets of previous US presidents. The most common changes in the Office of Management and Budget were four incumbents .
There have been several personnel changes within the cabinet. Michael Leavitt , EPA Head of Environmental Protection from 2003 to 2005, was Minister of Health from 2005. Joshua Bolten , who was Director of the Office of Management and Budget between 2003 and 2006 , was named Chief of Staff of the White House in 2006. Rob Portman , US sales representative between 2005 and 2006, served as director of the Office of Management and Budget from 2006 to 2007 . The Department of Homeland Security was only established in 2003; thus Tom Ridge was the first head of this department.
Norman Mineta was the only non- Republican cabinet member. He was also the first Asian-American in a US cabinet.
