The competition started its new season on August 7, 1994 and ended on December 4, 1994. The championship was organized by the national association CBF . At the end of the season, EC Juventude celebrated the championship.
In contrast to the last staging of the competition in 1992, the number of participants was reduced from 32 to 24.
The competition was held in two group phases, semi-finals and a final. The first round consisted of four groups of six clubs each. The four best in a group moved into the second round. In the second round , the clubs met in four groups of four teams each. The group winners advanced to the semifinals. Both finalists were qualified for the 1995 first division . The two clubs in the final table at the bottom of the table were relegated to the third division.
In the first round, the 24 participants competed against each other in four groups of six clubs each. The top four clubs in each group advanced to the second round.
The pairing between Ferroviária and Goiás ended evenly after the return leg. Goias qualified for the final due to its better result in the course of the tournament.
After both games ended with the same result, Juventude were declared champions. The basis was the better performance over the course of the tournament.

The table only served to determine the placement of the individual teams in the season. At times it was used by the association to determine an eternal ranking list. It is made up of all the games played. In the sorting, reaching the respective final phase has priority over the points scored.
