The competition started its new season on October 8, 1988 and ended on February 11, 1989. The championship was organized by the national association CBF . At the end of the season, the AA Internacional (Limeira) celebrated the championship.
The competition was held in four group phases and a final. All matches were played back and forth. The two best placed in the last group round contested the final. Both finalists qualified for the first division in 1989 .
First and second in the table won the final and qualified for the first division in 1989 .
After the final round, Náutico Capibaribe and AA Ponte Preta were tied. Ponte Preta was initially given as runner-up in the finals. These had the higher number of wins, which were initially decisive in the evaluation. Náutico appealed against this rating. It has been argued that victories should be viewed across the tournament. The association followed the argument and declared Náutico to be runner-up in the final round.
The table only served to determine the placement of the individual teams in the season. At times it was used by the association to determine an eternal ranking list. It is made up of all the games played. In the sorting, reaching the respective final phase has priority over the points scored.
