The competition started its new season on August 18, 1990 and ended on December 16, 1990. The championship was organized by the national association CBF . At the end of the season, Sport Recife was able to celebrate the championship.
In contrast to the previous year, the league was reduced from 96 to 24 participants. The competition was held in three group phases and a final. All matches were played back and forth. Both finalists qualified for the first division in 1991 . The four worst group members from the first round were relegated to the Série C in 1991.
In the first round, the 24 participants competed against each other in four groups of six clubs each. The top four clubs in each group advanced to the second round.
In the second round, the 16 participants in four groups of four clubs each competed against each other once in a return match. The top two clubs in each group advanced to the third round.
In the third round, the eight participants competed against each other in two groups of four clubs each. The group winners of each group advanced to the final.

The table only served to determine the placement of the individual teams in the season. At times it was used by the association to determine an eternal ranking list. It is made up of all the games played. In the sorting, reaching the respective final phase has priority over the points scored.
