The upper house of the Federation Assembly of Russia is referred to as the Federation Council (also: Föderationssovjet ; Russian Совет Федерации ) . The Federation Council serves as the representation of the member states . He represents the 85 subjects of the Russian Federation . The regional executive and legislative branches each send one representative.

In contrast to the second chamber of parliament ( State Duma ), the Federation Council cannot be dissolved by the President.

tasks

The Federation Council participates in the legislative process by either forwarding laws passed by the Duma to the President for signature or by referring them back to the Duma.

In addition, the Russian Constitution assigns him the following tasks:

  • Approval of changes of borders between subjects of the Russian Federation;
  • Approval of a decree of the President of the Russian Federation imposing martial law or a state of emergency;
  • Impeachment proceedings against the President of the Russian Federation at the request of the State Duma (a two-thirds majority of the House is required for the decision);
  • Appointment of judges of the Constitutional Court of the Russian Federation , the Supreme Court of the Russian Federation (on the proposal of the President);
  • Appointment and dismissal of the Prosecutor General of the Russian Federation (also proposed by the President);
  • Appointment and removal of the Vice-Chairs of the Court of Auditors and half of its auditors.
