Giovanni Angelo Cardinal Becciu (born June 2, 1948 in Pattada , Province of Sassari , Italy ) is an Italian clergyman and former Curia Cardinal of the Roman Catholic Church . He was prefect of the Congregation for the Causes of Saints and from 2017 papal delegate to the Sovereign Order of Malta . In 2020 he resigned from all offices and the rights associated with the cardinalate.

Life

Giovanni Angelo Becciu received on 27 August 1972 by the Bishop of Ozieri , Francesco Cogoni , the sacrament of the priesthood for the Diocese of Ozieri . He received his doctorate in canon law .

On May 1, 1984, Giovanni Angelo Becciu entered the diplomatic service of the Holy See . He was assistant secretary in the Apostolic Nunciatures in Chad and in the Central African Republic . In 1985 Becciu also became secretary of the Nunciature in the People's Republic of the Congo . On February 19, 1985, Pope John Paul II awarded him the honorary title of Chaplain to His Holiness ( Monsignor ). In 1986 Giovanni Angelo Becciu became secretary of the Nunciature for the Red Sea region and Sudan . In 1988 he became secretary of the Apostolic Nunciatures in New Zealand , Fiji and for the Pacific Ocean . In 1990 Becciu became secretary of the Nunciature in Gambia , Guinea , Liberia and Sierra Leone . Giovanni Angelo Becciu became Uditore in 1991 . In 1992 he was transferred to Great Britain and in 1994 he became a Nunciature Council . Becciu became a Nunciature Councilor in France in 1995 . On March 2, 1997, John Paul II awarded him the title of Honorary Prelate of His Holiness . In 2000 he was transferred to the USA .

John Paul II appointed him titular Archbishop of Rusellae on October 15, 2001 and appointed him Apostolic Nuncio in Angola . On November 15, 2001, he was also appointed Apostolic Nuncio in São Tomé and Príncipe . The episcopal ordination received his Cardinal Secretary of State Angelo Cardinal Sodano on 1 December of the same year; Co- consecrators were the Apostolic Nuncio in Italy and San Marino , Archbishop Paolo Romeo , and the Bishop of Ozieri, Sebastiano Sanguinetti . Giovanni Angelo Becciu chose the motto Duc in altum (“Go out onto the lake”), which comes from the Gospel according to Luke ( Lk 5.4  EU ). On July 23, 2009 Pope Benedict XVI appointed him . to the Apostolic Nuncio in Cuba .

Benedict XVI. appointed him on May 10, 2011 as a substitute for the Vatican State Secretariat . In this office, Pope Francis confirmed him on August 31, 2013.

On May 26, 2018, the Pope appointed him Prefect of the Congregation for the Causes of Saints . He took up this post on August 31 of the same year; his post as a substitute for the State Secretariat ended on June 29, 2018.

In the consistory of June 28, 2018, Pope Francis accepted him as a cardinal deacon with the titled deaconry of San Lino in the college of cardinals . On October 6 of the same year, the Pope appointed him a member of the Congregation for the Evangelization of Peoples . The occupation of his title diakonia took place on January 20, 2019.

On September 24, 2020, Angelo Becciu resigned from his office as Prefect of the Vatican Congregation for Canonization and Beatification without giving any reason and from all offices and renounced his rights as cardinal. Pope Francis accepted the resignation on September 24, 2020 and confirmed the renunciation of the rights arising from the cardinalate.

Sovereign Order of Malta

On February 4, 2017, Pope Francis appointed Giovanni Angelo Becciu as Vatican special envoy for the Sovereign Order of Malta . He was commissioned to renew the order spiritually and morally. The reason was a previous power struggle and disputes in the order, which ended with the dismissal of the then Grand Master Matthew Festing .

On June 22, 2017 Giovanni Angelo Becciu was inducted into the Order of Malta in the chapel of the Magistral Palace by Fra ' Giacomo Dalla Torre del Tempio di Sanguinetto and appointed Chaplain Conventual Grand Cross ad honorem .

He held the office of delegate until 2020 even after the end of his work as a substitute for the State Secretariat and the beginning of the office as Prefect of the Congregation for the Causes of Saints. On November 1, 2020, Pope Francis appointed Silvano Tomasi as his successor as special envoy for the Order of Malta.

Alleged embezzlement and abuse of office

The Vatican public prosecutor began an investigation against Becciu in 2019. Becciu is said to have approved investments in a London real estate project for luxury apartments totaling 250 million euros in 2014 and 2018. Much of the money came from St. Peter's penny . Commissions and fund fees of up to 60 million euros were paid. The Vatican invested in the property (60 Sloane Avenue) through an investment fund registered in Luxembourg or Malta ( Athena Capital Global Opportunities Fund ). These investments would have led to high financial losses for the Vatican. Francis defended the investment in November 2019 with the words "Yes, you can buy property, rent it and then sell it". That would then serve the cause of the people of St. Putting money in the savings stocking only in the old fashion is bad administration. But one must make safe and moral investments. "If I invest in an arms factory with the Peterspfennig, then the donation is not a donation."

At the beginning of July 2021, the President of the Vatican Court decided to open the main proceedings for embezzlement and abuse of office against Becciu and nine other accused, including the former President of the Vatican Financial Supervisory Authority René Brülhart, its ex-Director Tommaso Di Ruzza, the Vatican advisor and Becciu confidante Cecilia Marogna and the key investment banker Gianluigi Torzi. The main public hearing began on July 27, 2021.
