Gottfried Curio (2020)

Gottfried Curio (born September 2, 1960 in Berlin ) is a German politician ( AfD ) and has been a member of the 19th German Bundestag since September 2017 . Before that he taught and researched as a qualified physicist at several universities .

Life

After graduating from the Protestant Gymnasium zum Grauen Kloster in Berlin , Curio studied physics and mathematics at the Free University of Berlin and the Rheinische Friedrich-Wilhelms-Universität Bonn as a scholarship holder of the German National Academic Foundation . In 1984 he completed his studies as a graduate mathematician with a number-theoretical diploma thesis ( period assumption for modular forms of weight 2 ). In his field of theoretical elementary particle physics , he received his doctorate from the Humboldt University in Berlin with a dissertation published in 1997 on the topic of N = 2 String-String Duality and Holomorphic Couplings . The Habilitation Curios also took place at the HU Berlin.

Until 2004 Curio worked as a research assistant at the Humboldt University in Berlin; interrupted by a research stay on string theory from January 1996 to June 1999 at the Institute for Advanced Study in Princeton, USA. He then worked as a research assistant at the Arnold Sommerfeld Center of the Ludwig Maximilians University in Munich , where he held a substitute professorship for four semesters and in the meantime worked in Jochen Brüning's research group in the mathematics department of the Humboldt University in Berlin in 2007 .

There was also a degree in music ( composition , church music ) at the Berlin University of the Arts .

Other activities were: accompanist , church musician, director of music theater ensembles and composer.

politics

Curio has been a member of the AfD since 2014, since 2016 district chairman in the Steglitz-Zehlendorf district association (Berlin), delegate for federal party conferences and a member of the programmatic state committees for asylum and integration and education .

At number 10 on the list of the Berlin Alternative for Germany , he moved into the Berlin House of Representatives in September 2016 after being elected to the House of Representatives , where he was the parliamentary spokesman for integration policy , as well as a member of the Legal Committee and the Committee on Integration, Labor and Social Affairs .

In September 2017 Gottfried Curio was elected to the German Bundestag at number 2 on the state list of the AfD Berlin for the 2017 federal election. He is one of six representatives of the AfD parliamentary group in the Committee on Home Affairs and Homeland and its chairman .

In November 2019, Curio announced his application for the office of federal spokesman for the AfD in a video on his YouTube channel, but was defeated by Tino Chrupalla in the December election .

Positions and controversies

AfD party program

In April 2016, Curio submitted various amendments to the party program at the AfD's federal party congress, for example to record nationality or migration background in crime statistics , to expel violent Islamist threats , against dual citizenship , on the subject of "mosque sermons in German" for rejection from minarets and muezzin shouting , to German-language names on shop signs, against a special responsibility for Germany in the case of refugees, to protect refugees only until they enter the first safe third country and to the prosperity gap, which does not justify a right to immigration.

Full veiling

Curio received media attention with his speech in November 2016 in the Berlin House of Representatives on the AfD proposal to ban full Muslim veiling ( burqa and niqab ) in public spaces. In this context, he said: “Do we want - to the horror of our children, just imagine, a black sack, a sack that speaks - do we want such a misogynist image of man, such a dehumanizing gender apartheid on Berlin streets?” You know not who is hiding under such a garment: "A woman, a man, with or without an explosive belt?" a. with the fact that full veiling is an inhumane "rendering the person unrecognizable", a "suppression of female self-determination" and "gender-specific discrimination". It is a "negation of human dignity" and its "tolerance" is "contrary to the constitution". The Berliner Morgenpost wrote about a provocation that had gone "nowhere" when he said, "You don't know who is under the burqa -" with or without an explosive belt "."

Curio gave a speech on the same topic around sixteen months later in the Bundestag, which the world referred to in the article title of Curios as a "second-hand speech" because it largely coincided with his earlier speech. The historian Norbert Frei from the University of Jena described Curio's request: "The federal government is requested to submit a bill to the Bundestag that prohibits full veiling in public spaces" as a "shop window application": On the one hand, full veils in German offices are over in the course of 2017 Section 61 BBG , Section 34 BeamtStG and Section 17 SG as well as for motorists under Section 23 (4) StVO have been prohibited anyway, and the ban on masking applies to demonstrations . On the other hand, in discussions in previous years, further measures were seen as incompatible with the freedom of religion guaranteed by the Basic Law in Germany ( see also: Ban on veiling (Germany) ). In his speech, Curio spoke of “cultural land grabbing by radical Islamism” and asked: “Should half of humanity walk around in disguise?” There are no official statistics on the number of people affected; the media often use estimates by the political scientist Hamed Abdel- Samad quotes that among the roughly 4.5 million Muslims in Germany there are around 300 "burqa wearers", although there is usually no distinction made between different forms of full veil. In his estimation, Abdel-Samad refers to his everyday perception: “I travel a lot through Germany and am on the streets very often,” quotes him from Die Zeit , “I also see women with full veils. Therefore, I estimate that there are around 200 to 300 in Germany. "Curio concluded his speech in the Bundestag - as well as the one in the House of Representatives - with the claim that, according to a Forsa survey," 60% of those questioned were in favor of a ban on full veiling " . However, the survey from September 2016 only referred to burqas, while Curio also included the face veil in his speech. Forsa himself had limited the informative value of the survey: some were “perhaps not entirely clear what exactly is meant by full veil or burqa”. Nonetheless, half of the respondents in total and over 70% of those from rural areas had admitted that they had not seen anyone with a burqa or niqab in the previous months. Research by the BR in April 2017 had shown that no one was affected by the existing bans: Neither the interior ministries nor the judges' association were aware of cases in which a measure had been necessary; the existing law was therefore a "phantom law". The Tagesspiegel reported on the malice and ridicule that Curio had received for his request based on the "protection of individual rights of freedom of Muslim women"; a complete ban on full veiling would only prevent those affected from leaving their homes in the future. The AfD pretends to defend women's rights, but aims to do the opposite.

A brief intervention in the plenary session of the Berlin House of Representatives in February 2017 attracted further media attention. When an application by an AfD MP to make the outlines of Germany visible on the ZDF- heute- Nachrichten map of Europe was rejected, Curio threw the other party Fractions “ridiculing Germany's national identity” and denied the parliamentarians the ability to be “representatives of the German people”. The parliamentary manager of the SPD parliamentary group, Torsten Schneider , then described Curio as a “shame for this house”, which “does not have all the slats on the fence”.

Dual citizenship

In a debate in February 2018, Curio spoke out against dual citizenship and stated that what he believed to be “the rule of a double passport” would undermine democracy. He also dubbed the federal government's integration commissioner, Aydan Özoğuz, as a “prime example of failed integration”. Numerous media then reported a scandal in the Bundestag; Bundestag President Wolfgang Schäuble was at the center of criticism for not having given Curio a call to order .

Anti-Islam and anti-refugee statements in the Bundestag

In a speech in the Bundestag on March 23, 2018, Curio sharpened known AfD positions against Islam and immigration for the AfD in the Bundestag . There is a “rule of injustice” when taking in refugees, “mass immigration” also means “knife immigration” and Islam is “ not compatible with the Basic Law ”. In return he stated: “Islam is inextricably linked with Sharia. The Cairo Declaration of Human Rights in Islam says: '... it is forbidden to take another person's life unless the Sharia so requires.' ”In the opinion of the time, he put immigrants and Muslims under general suspicion. Crime statistics do not support the “knife epidemic” claimed by the AfD.

Curio called the term "refugees" and an "alleged democracy compatibility of Islam" "the great untruths that divide this country". He claimed that the “ imams ' condemnation of Islamist terror […] was strikingly missing” and linked three different quotations from the Koran : “Kill the unbelievers, they are worse than the cattle! When women rebel, she hits ”. There will be no liberal Islam. In contrast, the Swiss news portal Watson.ch referred to numerous declarations and actions by imams against Islamist terror and religious fanaticism, as well as to liberal movements in Islam .

The AfD leadership spread Curio's speech on the Internet, but denied that they were specifically targeting provocation. Curio only brings "numbers, data, facts", his rhetoric is his "personal style". In October 2018 he justified an AfD application for a ban on the distribution of certain Koran passages. He again quoted particularly violent passages and denied their scope for interpretation. Benjamin Konietzny therefore thinks that he is one of “the most prominent Islamic opponents within a party that is already fundamentally hostile to Islam”, who tries to impute fundamentally malicious intentions to Islam with false claims and is deliberately used to prevent a factual debate. His statement “mass immigration also means immigration by the knife” is cited as an example of inhuman rhetoric that had entered the Bundestag with the AfD since 2017.

defense of Constitution

Several statements by Curio were part of a statement by the Federal Office for the Protection of the Constitution (BfV) based on quotations from 50 AfD functionaries in January 2019 that there were “indications of a policy of the AfD directed against the free democratic basic order ”. Curio's assumption of “resettlement and replacement migration ” in connection with the UN migration pact or an allegedly threatened “takeover or annihilation of the German state by Muslim migrants” as well as his assertion of “birth jihad” exceeded “the limit of constitutional protection” for the BfV Criticism ”and violate Art. 3 GG or Art. 1 Para. 1 GG and at the same time Art. 4 GG .
