The Bergen constituency is an electoral district for the Lower Saxony state parliament . It is located in the district of Celle and includes the city of Bergen , the municipalities of Eschede , Faßberg , Südheide and Winsen (Aller) , the combined municipalities of Flotwedel , Lachendorf and Wathlingen and the municipality-free district of Lohheide . The constituency is divided into 110 electoral districts and has existed in this form since the state elections in 1982 , until 2003 as the Celle-Land constituency .
