Evilard ( German Leubringen ) is a municipality in the Biel / Bienne administrative district in the Swiss canton of Bern . The mostly German-speaking town of Magglingen ( Macolin in French ) also belongs to the municipality.
geography
Evilard is 697 m above sea level. M. , 1 km north of the district capital Biel (linear distance). The village extends in a cleared island on the southeast slope of the foremost Jura chain , around 300 m above the city of Biel. When the weather is clear, Evilard offers a beautiful view of the Swiss plateau and the Alps from Mont Blanc to the Glärnisch and Alpstein region .
The area of the community area of 3.7 km² extends at the level of the anticlines of the Magglingerberg . It includes the clearing island of Evilard, which is surrounded by the Malewagwald (up to 765 m above sea level , French Malvaux ). To the southwest the area extends in a narrow strip over the clearing island of Magglingen to the height of the Magglingerberg, on which at 1070 m above sea level. M. is the highest point of Evilard. In 1997, 29% of the municipal area was in settlements, 40% in forests and woodlands, 30% in agriculture and a little less than 1% was unproductive land.
The place Magglingen (French Macolin ) belongs to Evilard, which is 875 m above sea level. M. is located on the upper southeast slope of the Magglingerberg. Neighboring communities of Evilard are Biel, Orvin , Plateau de Diesse and Twann-Tüscherz .

With 2674 inhabitants (as of December 31, 2018) Evilard is one of the larger municipalities of the Bernese Jura . The population of Evilard recorded significant growth rates, especially in the middle of the 20th century. Since 1980 only minor fluctuations have been registered.
Because of the large number of newcomers from the German-speaking area of the Canton of Bern, the German-speaking population now forms a majority. While German is predominantly spoken in the Magglingen district, both language groups are roughly half represented in the Leubringen district. According to the 2000 census, 60% of the residents of the entire municipality were German-speaking and 34% French-speaking; At the beginning of the 20th century the situation was 57% French and 39% German.
The community supports bilingualism. The municipal administration Evilard prepares all important documents such as the message before the municipal assembly, ordinances, regulations and guidelines, the information bulletin, surveys, the municipality brochure, etc. in the two official languages and addresses the customer orally and in writing in his language. She has a translation service. The members of the authorities and community staff are bilingual or have a good command of both languages.

Leubigen / Evilard has two seats in the Conseil des affaires francophones du district bilingue de Bienne , which are elected by the community assembly for four years each.
economy
Until the beginning of the 20th century, Evilard was mainly dominated by agriculture . Since around 1950, the village has gradually developed into a residential suburb of Biel with the construction of numerous single-family houses. Many workers are commuters and work in Biel. Thanks to its sunny high altitude, Magglingen developed into a climatic health resort with many tourist facilities after 1875. Today the Federal Office for Sport FOSPO is located in Magglingen , formerly the Federal University of Sport Magglingen (EHSM).

The community is very well developed in terms of transport. It is connected to Biel and Orvin by a road . In 1898 the Biel-Leubringen-Bahn , a funicular from Biel to Evilard, was opened. Magglingen has also been connected to Biel by the Biel-Magglingen Railway since 1887 .
history
Leubringen was first mentioned in writing in 1300 under the name Lömeringen, the first in French in 1434 as Eweller . Both the German and the French name are probably based on an Old High German personal name, which in the first case is connected with the -ingen suffix ("with the people of ..."), in the latter case with the Latin villare ("homestead").
Several monasteries and the Prince-Bishop of Basel owned land in the municipality in the Middle Ages . In judicial and military terms, however, the place was under the city of Biel. From 1798 to 1815 Evilard belonged to France and was initially part of the Mont-Terrible department , which was connected to the Haut-Rhin department in 1800 . Through the decision of the Congress of Vienna , the place came to the Canton of Bern in 1815 . For the time being, Evilard was assigned to the Oberamt Nidau, in 1832 it became part of the Biel district. At times a merger with the city of Biel was up for debate, which the residents rejected in 1902. Evilard does not have its own church, it belonged to the parish of Orvin until 1821, since then it has been part of the Biel parish.
