Ministry of Culture (France)
The Ministry of Culture ( French Ministère de la Culture ) has been an authority of the French central government since 1959 . From 1997 to 2017 it was called the Ministry of Culture and Communication ( French Ministère de la Culture et de la Communication ). The seat is the Palais Royal in the Rue de Valois in the 1st arrondissement of Paris. In political parlance and in the press, the ministry is therefore also metonymically called “rue de Valois”. Franck Riester has been Minister since October 2018 , his predecessor was Françoise Nyssen since May 2017 .
Responsibilities
In the French unitary state , the central government is responsible for culture. The ministry deals with the nation's cultural treasures. It employs 10,928 people. In contrast to corresponding ministries in German-speaking countries, the ministry is only responsible for culture and the media, but not for school or university education, with the exception of a brief phase in the Bérégovoy government , in which Jack Lang was Minister of State for Education and Culture.
Since the Fifth Republic under Charles de Gaulle and through its first minister, André Malraux, it has promoted and preserved the country's cultural heritage . With a budget of around 7.4 billion euros, it is responsible for language, literature, painting, museums, music, theater, dance, monuments, film, libraries and archives. The decree conceived by Malraux states: "To make the most important works of art of mankind, first and foremost those of France, accessible to the largest possible number of French, to create the largest possible audience for France's cultural heritage and to create works that promote art and the Enrich and promote the spirit. "
In the archives area , it maintains the National Archives . In the libraries sector , it is responsible for the national library with its 17 million books and 4,200 other libraries. The Ministry of Culture promotes French film through the national film center and maintains an archive of 20,000 films (from 1883). It promotes music through the Fête de la Musique (since 1982) and maintains the Center de documentation de la musique contemporaine (CDMC), a documentation about contemporary music.
It protects around 200,000 monuments and makes them accessible on the Internet through the Base Mérimée . It promotes dance and theater and, through another database, makes 1000 plays available. The Ministry of Culture maintains the national museums and makes their holdings accessible through Base Joconde with around 400,000 entries. Together with the regions, it promotes the visual arts through the regional funds for contemporary art . It awards awards such as the Ordre des Arts et des Lettres .
It is also responsible for literature through the Center national des livres and maintains the French language as well as the languages of France . It maintains a database of the 390,000 holders of the Order of the Legion of Honor ( Base Léonore ) .
The French Ministry of Culture has no equivalent in Switzerland and in Germany only a partial equivalent with the Minister of State for Culture and Media in the Chancellery . For Austria there is a partial agreement with the Federal Ministry for Education, Art and Culture .
