The police officer Wing is assigned to arrest a criminal youth gang, consisting of five rich and video game addicts youth. During a police operation in a warehouse, all nine colleagues in the force commanded by Wing are killed, including Wing's brother-in-law . After Inspector Wing was the only one to save himself, but the gang was able to escape with impunity, he broke up because he could not save any of his colleagues on this mission. Wing therefore applies to his supervisor for a year of vacation and during this year he becomes an alcoholic, sinking into melancholy . When Wing breaks down in a drunken night in a dark alley, the young Frank Zheng finds him there and brings him home. Wing wakes up in his apartment and is introduced to Frank, who tells him that he has been assigned as a new partner to help him catch the young people. At first Wing is less than enthusiastic about the idea of ​​returning to active police service, but agrees to resume the investigation when he learns from Frank that he allegedly lost his brother Kwong during the operation.

Inspector Wing and Frank go together as an unequal couple in search of the gang. In the course of the search, Wing discovers that Frank is only pretending to be a cop. In fact, he failed his police exam and tried to be included in the investigation of the youth gang by claiming to be Kwong's brother. He cites the reason for his actions that he wants to make something better out of his life after losing his father as a child, who was run over in an attempted food theft. Against his better judgment, Wing doesn't let Frank's deception get exposed.

Wing's friend Sun Ho Yee is called by the members of the gang to the police station and given a suitcase bomb, which detonates as soon as it is moved from its horizontal position. Wing and Sun Ho Yee confess their mutual love in the face of the hopeless situation. When Wing tries to get more help, Sun Ho Yee cuts the bomb's wires with pliers. Fortunately, this initially has no consequences, but a short moment later the bomb explodes. Swept away by the detonation, Sun Ho Yee must be hospitalized while Wing can continue the investigation.

Frank organizes a group of computer gamers whose job it is to play the game published by the gang on the Internet to the end, in order to find out what the next steps are planned by the youngsters. They discover that a robbery on the Bank of Hong Kong, which is located in the Hong Kong Convention and Exhibition Center (HKCEC), is apparently imminent . Since the experiences of the last missions have shown that the perpetrators are extremely brutal towards all uniformed men, Wing and Frank first evacuate all civilians from the entrance hall, but at the same time deny other uniformed men access to the building. They also bring the parents of the perpetrators known by name into the reception hall.

Wing and Frank are separated in the course of the fighting. Joe Kwan, the leader of the gang and the neglected son of the police chief, and Wing deliver the final showdown on the roof of the "Hong Kong Convention and Exhibition Center". Shortly after Wing, a large number of armed law enforcement officers arrive. At that moment, Joe realizes that the situation is becoming hopeless for him. He then points his pistol, which contains no more ammunition, at Wing for a suicide by cops and is killed in front of his father.

Most of the stunts seen in the film were shot by Jackie Chan himself, including the scenes of the final showdown on the roof of the Hong Kong Convention and Exhibition Center (HKCEC). The film title is based on the film " Police Story ", with which Jackie Chan celebrated his final breakthrough as an actor in 1985, but neither the plot nor the characters of the two films have any major similarities.
