The parliamentary elections in Namibia 2019 , i.e. the election to the Namibian National Assembly , took place - together with the presidential election - on November 27, 2019.

The election was won by SWAPO , like everyone since the 1989 independence election. However, for the first time in history, it suffered heavy losses and lost a two-thirds majority .

As was the case in 2014 , the election was carried out with electronic voting machines (EVM). A corresponding lawsuit against the use of the EVMs was dismissed on November 25, 2019. The opposition party Popular Democratic Movement (PDM) had previously requested in January 2019 that verification devices with paper printouts be added.

The partial replacement of the Namibian Election Commission took place in February 2019. The election by Namibians abroad, Namibians at sea and the members of the police , the army and the prison system deployed on election day took place on November 13th. The counting of all votes should be completed within two days by November 29, 2019. You can vote in 4241 polling stations .

All nominees, i.e. the party lists , were reported to the electoral commission by October 18, 2019. These were published in the Official Journal . According to Article 46 of the Namibian Constitution, no names of persons who were employed in the public service or who were members of the National Council or the regional and local councils were allowed on the list .

Starting position

In the last election in November 2014 , the ruling SWAPO again achieved a two-thirds majority , for the first time with more than 80 percent of the vote. It won all but five of the country's 121 constituencies .

Voter registration

The post-voter registration took place July 8-27. 200,000 people registered, so that the electoral register in July 2019 comprised just under 1.2 million Namibians. The final voter register was presented on November 3, 2019. It includes 1,358,468 people, 717,809 of whom were women. With 257,559 most of them were registered in the Khomas region , least with 44,502 in the Omaheke region .

Parties

SWAPO , which has ruled since independence, was the clear favorite in the 2019 elections. According to political experts, only the Popular Democratic Movement (PDM; formerly DTA of Namibia) and the new Landless People's Movement (LPM) were given greater chances of winning a significant number of votes . In advance, however, there was talk of the closest election in the history of the country.

On October 18, 2019, the election commission confirmed the participation of 16 parties in the election. These were all parties in the 2014 election , minus the Monitor Action Group and the Democratic Party of Namibia , plus the Landless People's Movement and the National Patriotic Front .

PDM / UPM

The official opposition party Popular Democratic Movement (PDM) announced in September 2019 an electoral alliance with the United People's Movement (UPM) for the upcoming elections. You should compete as a PDM-UPM , but are listed as a PDM in the official register .

RDP / CDV

The Rally for Democracy and Progress and the Christian Democratic Voice Party announced an election alliance for the upcoming elections in early September 2019.

SWANU

The SWANU of Namibia announced in early November as a choice destination five parliamentary seats from. This would be a significant increase compared to the one seat in the 2015–2020 legislative period.

UDF

The United Democratic Front of Namibia had the goal of gaining 15 parliamentary seats in the election, which is more than seven times the previous number.

Election process

Election day was generally very peaceful. The police only had to intervene in a few circumstances, including when voters wanted to express their displeasure with long waiting times. The election commission admitted administrative, logistical and technical problems on election evening. However, at no time did they have a decisive influence on the election process. Polling stations were sometimes open until the early morning. All people were allowed to cast their vote, which was due at 9 p.m. at the official closing time.

The counting of votes was extremely slow and opaque, despite the use of electronic voting machines. After 38 hours, less than 50 percent of the votes cast had been counted. First allegations of electoral fraud were made on November 29th by the LPM.

On November 29, the electoral commission announced that the final results could not be published within 48 hours due to ongoing technical problems. The official final result was announced on the evening of November 30, 2019. Opposition parties immediately announced legal action for election fraud.

Review

The joint election observation mission of the Southern African Development Community (SADC) and the African Union (AU) published its preliminary report on November 29, 2019. So the elections were peaceful.
