Regional council elections in Namibia 2020
The regional council elections in Namibia 2020 are to take place on November 27, 2020, parallel to the local elections .
These are to be the first elections since 2014 to take place with ballot papers instead of the voting machines used in previous years . The background to this is a supreme court decision on the use of voting machines, which may no longer be used for verification without a paper printout. In view of the COVID-19 pandemic in Namibia , the electoral commission does not want to spend the approximately 133 million Namibian dollars required for equipment .
Voter registration for new voters and changed voters should take place from September 7th to 15th, 2020.
Starting position
- SWAPO : 109
- Otherwise: 12
In the 2015 regional council elections , SWAPO achieved its best result since independence in 1990. All 14 regions have since been governed by SWAPO alone. No other party is represented on the regional council in nine regions. Only in the regions of Erongo , Hardap , Kunene , Omaheke and Otjozondjupa could opposition parties or an independent candidate (Omaheke) win a total of nine seats. SWAPO held 112 seats on regional councils, up from 98 in the previous legislature.
The big loser in the 2015 election was the UDF , which lost the majority in the Kunene Regional Council and could no longer win a seat. The turnout was just 36.6 percent.
Various by-elections have been held since the last election, including in June and August 2019 as well as in January and March 2020. These changed the above-mentioned distribution of seats to 109 for SWAPO and 12 for opposition parties.
