Riedbach is a municipality in the Lower Franconian district of Haßberge and a member of the administrative community Hofheim in Lower Franconia . The municipality name was created during the regional reform in 1978 with reference to the Riedbach stream, which runs through the municipality. The community consists of the places Humprechtshausen, Kleinmünster, Kleinsteinach , Kreuzthal and Mechenried.

Geographical location

Riedbach is located in the Main-Rhön region , in the transition zone from the Haßgau to the Schweinfurter Rhön and about 3 km from the Haßberge Nature Park . Humprechtshausen, Kleinsteinach and Mechenried lie in the valley of the Riedbach.

history

Until the founding of the forerunner churches

As part of the Bishopric of Würzburg, which belonged to the Franconian Empire from 1500 , most of today's municipal area was secularized in 1803 in favor of Bavaria and, in the Peace of Pressburg in 1805, left to Archduke Ferdinand of Tuscany to form the Grand Duchy of Würzburg. In 1814, the Grand Duchy of Würzburg largely reverted to Bavaria. In the course of the administrative reforms in Bavaria, the municipal edict of 1818 created the independent municipalities of Kleinmünster, Kleinsteinach, Mechenried and Humprechtshausen with its district of Kreuzthal.

Jewish communities

Jewish families with a maximum of 34 people in 1816 had lived in Mechenried since the end of the 17th century . Kleinsteinach had the largest Jewish community in the Haßfurt district office . This existed since the 15th century and had a synagogue as well as a Jewish school in town. A maximum of 159 Jews were counted in 1814. The preserved Jewish cemetery with over 1200 tombs is located a little outside the village.

Incorporations

As of May 1, 1978, the five formerly independent municipalities of Humprechtshausen, Kleinmünster, Kleinsteinach and Mechenried were merged to form the new municipality of Riedbach as part of the Bavarian municipal reform. The administrative community Hofheim in Lower Franconia is responsible for the administration of the community.

Municipal council

The municipal council of Riedbach has 13 members including the part-time mayor.

The current local council, which was elected on March 16, 2014 , consists of ten councilors, two councilors and the mayor Bernd Fischer from the CSU in Humprechtshausen.

The former municipal council elected on March 2nd, 2008 also consisted of ten councilors, two councilors and the part-time mayor Birgit Bayer from the Free Voters Association (FWG) in Humprechtshausen as follows:

Mayor Theo Diem (CSU) from Mechenried did not stand for election in 2008 after five terms since May 1, 1978 and 30 years of voluntary work in the Riedbach municipal council. His successor, Birgit Bayer from the Free Voters, only served one term and did not run again for the 2014 election. Bernd Fischer from the CSU from Humprechtshausen was elected with over 73% ahead of the opposing candidate from Mechenried.

Mayor and Deputy

From the formation of the large community of Riedbach on May 1, 1978, until April 30, 2008, Theo Diem (CSU) from the Mechenried district was the incumbent mayor of the community. After 30 years of service and five electoral terms, Diem did not stand for election in the local elections on March 2, 2008 for reasons of age.

From May 1, 2008, Birgit Bayer (Humprechtshausen) from the Riedbach Free Voter Association was the incumbent mayor of Riedbach until April 30, 2014; he was elected for a further six years on March 15, 2020 with 67.9% of the vote.

Since May 1, 2014, Bernd Fischer (Humprechtshausen) from the CSU has been acting mayor of the municipality of Riedbach for the next six years.

In the constituent meeting of the municipal council on May 12, 2014, Elke Heusinger (Kleinsteinach) was elected as second mayor and Detlef Hofmann (Mechenried) as third.

Citizens entitled to vote in the districts of Riedbach for local elections were on March 2, 2008 in Humprechtshausen 416, in Kleinsteinach 357, in Mechenried 354, in Kleinmünster 211 and in Kreuzthal 79.

The description of the coat of arms introduced in 1982 reads: "Under a red wave shield head, inside two diagonally crossed silver Reuthauen, in silver a blue beech leaf with a silver diagonal bar, which is covered with three blue rings".

Key assignments - contribution contributions - property taxes

The municipality key allocation from the Free State of Bavaria for Riedbach as compensation for the financial resources for 2009 was 563,016 euros. That is an increase of 10,800 euros compared to the previous year 2008, for which an amount of 552,216 euros was allocated, an increase of 13.7 percent of 66,416 euros compared to 2007. At that time the key allocation was only 485,800 euros .

For the new year 2010, the Free State has pledged the amount of EUR 536,388 for key allocation for the municipality, a decrease of EUR 28,628 compared to the previous year.

The district levy of the municipality for 2008 was 394 682 euros.

Note: The tax power of a municipality and 80 percent of the state key allocations result in the levy, according to which the district levy is calculated depending on the assessment rate.

The tax power is made up of property tax A (agricultural and forestry property), property tax B (house tax) 80,113 euros, trade tax of 45,000 euros and the municipalities' participation in income tax 569,238 euros.

Tax power and municipal budget volume

The municipal tax income in 1999 was the equivalent of 536,000 euros, of which the trade tax income (net) was the equivalent of 22,000 euros, currently in 2008 the amount is 45,000 euros.

The municipality's share of income tax for 2008 was 529,379 euros (an increase of 83,040 euros over the previous year). The basic tax rate (A and B) is given as 300 of a hundred and an amount of 24,618 euros (A) and 55,495 euros (B).

For the year 2008 the total budget of the municipality of Riedbach was 2,548,751 euros. Of this, an amount of 1,836,871 euros was stated in the administrative budget, the asset budget was put at 711,880 euros.

The debt level of the municipality of Riedbach on December 31, 2007 was 1,267,514.43 euros with a debt of 735.22 euros per inhabitant.

As of December 31, 2008, the debt of the municipality was 804 286 euros, around 468 euros per inhabitant.

2009 budget

The budget for 2009 was 3,723,607 euros, of which 1,958,014 euros belonged to the administrative budget and 1,765,593 euros to the property budget.

No additional borrowing was necessary, the debt service could be serviced from the reserves in the amount of 812,261 euros (as of January 1, 2009).

The key allocations as the main source of income increased by 30,800 euros compared to the previous year and amounted to 583,016 euros.

Another large item of income was the municipality's share of income tax of 588,500 euros. The basic tax rate (A and B) of 300 per hundred remained unchanged.

The debt level as of December 31, 2009 was given as 721,544 euros (420 euros per capita).

Waste management

The amount of waste (household and bulky waste) of the 1724 inhabitants (as of June 30, 2007) in the five districts of Riedbach was around 97.55 kg per capita in 2007; in 2006 it was 90.6 kg.

Economy including agriculture and forestry

In 1998, according to official statistics, there were no employees at the place of work in the manufacturing industry 63 or in the trade and transport sector.

In other economic sectors, 15 people were employed at the place of work subject to social security contributions. There were a total of 649 employees at the place of residence subject to social security contributions.

There were five in manufacturing and six in construction. In addition, in 1999 there were still 72 farms with an agriculturally used area of ​​1,226 ha, 1,063 ha of which were arable land and 158 ha were permanent green areas. The community area is 3,167 hectares, of which 1,691 hectares are field and 1,300 hectares are forest.

Kindergartens and crèche places - primary school

In 2008 the following institutions existed:

  • The two kindergartens in Mechenried (St. Nikolaus Caritas support association) and in Humprechtshausen (St. Magdalena Caritas support association) each have 25 kindergarten places (full and half day places).

The previous kindergarten facility in Kleinsteinach (St. Bartholomäus Caritas Association) was closed at the end of July 2009 due to a lack of capacity and from September 2009 it will be a central day nursery with initially twelve places for all Riedbacher districts. The Caritasverein Riedbach was founded as the new sponsoring association for all three childcare facilities.

  • The previous elementary school in Humprechtshausen with its two elementary school classes (1st and 2nd year classes) of the Hofheim Association School was closed at the beginning of the 2012/2013 school year due to the low number of pupils. The previous years are taught in the Hofheim Association School and the Aidhausen branch.
