  • The Rruga shtetërore SH4 ( Albanian for state road SH4 ) is a national road in Albania that connects Durrës with southern Albania and Greece . It is 215 kilometers long.

The SH4 is part of the north-south corridor which connects Han i Hotit on the Albanian- Montenegrin border with Kakavija on the Albanian- Greek border and is part of the Adriatic-Ionian motorway . In addition, the section between Durrës and Fier is also part of the Pan-European Transport Corridor VIII .

    Route

The SH4 begins in Durrës as a continuation of the SH2 . At first it is the main street of the seaside resort of Durrës Plazh . After about four kilometers it changes to the SH85 . As a result, it leads as a four-lane highway first along the coast, then in the flat hinterland via Kavaja to Rrogozhina , where the SH7 branches off to Elbasan . Fier is finally reached via Lushnja , where the expanded motorway ends until the Fier bypass is built. In the vicinity of Levan , the SH4 branches off from the A2 and leads on a new line along the Vjosa as a two-lane expressway to Damës and in future to Tepelena . From Tepelena the SH4 runs along the rivers Vjosa and Drino to Gjirokastra and from there through the Dropull to the Albanian-Greek border at Kakavija or Ktismata (Greece).

Before the completion of the new line between Levan and Damës, the SH4 ran from Fier via Ballsh and through the Mallakastra hills to the Vjosa valley near Damës. Due to the route over many small passes, it was not possible to expand the existing road on this section.

    Expansion status

    Durrës - Rrogozhina

The first four kilometers run as a partially traffic-calmed road through the seaside resort of Durrës Plazh to Plepa , where the SH56 branches off.

    The 28-kilometer section between Durrës-Plepa and Rrogozhina was expanded from a two-lane expressway ( Superstrada ) to an intersection-free four-lane highway ( Autostradë ) between 2010 and 2012 .

    Rrogozhina - Lushnya

The section between Rrogozhina and Lushnja leads on the edge of the Myzeqe plain for approx. 19 kilometers on a directionally separate highway-like road with four lanes ( Autostrada ). At Lushnja it bypasses the city in the west, southwest and south. It forms the Lushnja bypass motorway (alb. Unaza e Lushnjës ), one of the first bypass motorways in Albania. It is not always passable at a high speed, as the motorway has roundabouts instead of height-free intersections at the junctions . There is also no parallel route for non-motorized traffic.

    Lushnja - Fier

The road in May 1998 between Lushnja and Fier

In the further course until shortly before Fier, the SH4 is also developed as an autostradë , but here too, instead of height-free crossings, it has roundabouts (just like Rrogozhina-Lushnja) and normal crossings . Since the Fier bypass does not yet exist, the expanded SH4 currently ends at the village of Mbrostar a few kilometers north of Fier.

    Fier bypass

The SH4 from Mbrostar currently runs through the urban area of Fier as a winding, easy road to the start of the A2 southwest of Levan . The draft project for the Fier and Levan bypass was completed in 2011. It will have a total length of 22 kilometers north of Mbrostar to southwest of Levan and is expected to cost around 30 million euros . The project is financed partly by the European Investment Bank and partly by the European Bank for Reconstruction and Development . The projected completion of construction was originally in 2012, but the first work did not begin until summer 2013 because there were lawsuits in connection with the distribution of orders. In 2017 there was another interruption in the work because the Italian construction company, which had won the tender at very low prices, went bankrupt.

    Levan - Tepelena

New line between Levan and Memaliaj in the south of the Mallakastra

Since August 2, 2012, the SH4 has been running as a two-lane expressway ( Superstradë ) from the future end of the Fier bypass south of Levan through the rural area of Mallakastra to Tepelena , in parts along the course of the Vjosa , and later through the hilly landscape. The new line currently ends at Damës , but the section to Tepelena with a bridge over the Vjosa is certainly already under construction. Until completion, the traffic on this section will continue to run on the old road. In August 2017, the SH4 to Tepelena was completed as an expressway except for a few kilometers north of the city. Compared to the old winding road via Patos and Ballsh with many small passes, the new route is 22 kilometers shorter and the travel time between Fier and Tepelena is drastically reduced to less than an hour.

The total costs are given at around 70 million euros and the route has many engineering structures, including 15 bridges. With the completion of the entire section, the capital Tirana will be reachable from Saranda in southern Albania in around 2.5 hours.

The Albanian superstrada differs from expressways in Western European countries. The route section is very often crossed by a secondary road; At intersections, the maximum speed is limited to 60 km / h. At the petrol stations that are built without entrances and exits, only 50 km / h applies.

    Tepelena - Greece

From Tepelena, the SH4 to Kakavija on the Greek border has already been developed as a two-lane expressway ( Superstradë ). Exceptions are the city crossings of Tepelena and Gjirokastra .

    future

With the completion of the section Fier - Tepelena, only the bypasses of Fier, Tepelena and Gjirokastra are missing so that the SH4 is completely expanded at least as a superstradë . With the further expansion of the Greek autobahn 5 and the entire Adriatic-Ionian autobahn , it is expected that the rest of the SH4 will also gradually be expanded into a freeway and that existing thoroughfares will be bypassed.

It is also possible that the SH4 from Durrës to Levan will become part of the A2 once the Fier bypass is completed.

    Specialty

Bilingual road sign south of Gjirokastra

Since the SH4 leads south of Gjirokastra through the Dropull with a large Greek minority, the street signs in this area are bilingual, i.e. Albanian and Greek .
