The seal of the US state of West Virginia has been in use since 1863.

The seal consists of a front and a back. The front is the official state seal, while the back serves as the governor's official seal.
The state seal represents the state's natural resources, its economic strength and the determination of its residents.
In the middle of the seal is a large boulder, which represents the strength, imperturbability and stability of the state and its inhabitants.
The date “ June 20, 1863 ” is carved into the stone . On that day West Virginia joined the Union.
In front of it are two hunting rifles crossed and a Phrygian cap at the intersection of the rifles . This Phrygian cap, also known as the freedom cap, is also depicted on the seals of the states of New Jersey and New York , as well as on the official seals of the US Army and the US Senate .
The boulder is flanked by two men who represent important facets of the state's economy. On the left, in front of a sheaf of corn, a farmer, symbol of agriculture, with an ax in his hand and on the right, in front of a hammer and anvil, a miner shouldering a pick, symbol of industry.
On the edge of the seal are the words " State of West Virginia " and the motto of the state in Latin
- Montani Semper Liberi.

It is intended to express the spirit of independence inherent in all residents of West Virginia.
The seal can be found as a central element in the flag of West Virginia .

Article 2, Section 7 of the West Virginia Constitution states the following regarding the Seal:
- “ The present seal of the state, with its motto 'Montani Semper Liberi,' shall be the Great Seal of the State of West Virginia, and shall be kept by the secretary of state, to be used by him, officially as directed by law . ”
After West Virginia joined the Union on June 20, 1863 , legislation established the official form of the seal on September 26, 1863.
