The seal of the US state of New York is almost the same as the flag of New York , but in one seal .

The goddess Justitia symbolizes freedom before the law. She is shown with a blindfold and holds the scales of justice in her left hand.
The goddess Liberty , who symbolizes freedom, holds a staff with a Phrygian cap , which symbolizes freedom from Great Britain after the American War of Independence .
Between them is a sign with a picture of the Hudson Highlands. The sun and two sailing boats are shown on the Hudson River .
Above the shield is a globe showing the Atlantic Ocean and a bald eagle .
The Latin motto of New York State is written on a curved banner under the sign:
- " Excelsior "
- ( Higher. )
A reproduction of the seal was the inspiration for the title of Longfellow's Excelsior .
