The Tatra 137 truck was presented in the press in 1954 and at the Brno fair in 1956 . After the decision was made in 1952 in the course of the planned economy to specialize the Tatra plant in Kopřivnice in the production of trucks with a load capacity of 7 to 10 t, the development of this two-axle vehicle began. It was a completely new construction. The most noticeable features were the round bonnet and the rounded cab. The torsion bar suspension was also newly introduced. The engine was also a new development. It was an air-cooled V8 diesel with 11,762 cm 3 and 180 hp (132.4 kW). The tried and tested basic concept with central tubular frame and pendulum axles was retained.

A total of only three copies of this type were built. Including a flatbed truck and a tipper. The third example seems to have been a three-axle vehicle. The "end" for the Tatra 137 came as early as 1956. At the political level, it was decided to transfer the design and manufacture of trucks with a load capacity of 7 t to the LIAZ plant in Liberec . However, the press gave the impression that the Tatra 137 would be mass-produced. In 1960 the production of the Tatra 137 as a flatbed, tipper and semi-trailer vehicle is reported.

Based on the T 137, the successful Tatra 138 model was then developed in Kopřivnice . For a long time, it was known as the Tatra 137-8 project. The Tatra 138 was identical to the Tatra 137 in around 70% of the parts.
