The vehicle , originally with an electric drive system with nickel-cadmium batteries , was designed by Škoda Elcar in Ejpovice in collaboration with LIAZ and Tatra in the early 1990s. The unfinished project was later taken over by Škoda Pilsen in the Škoda Truck commercial vehicle division. The Tatra Beta has a tubular steel frame. The hold had a volume of 2.25 m³. There was also a Tatra Beta in the form of an open pickup.

The first prototypes with an electric motor had a range of 140 km and were primarily intended for urban delivery traffic. A petrol engine was installed later. From 1996 to 1997, a unit from the Škoda Favorit was installed in the Beta . Since 1998 an engine from the Hyundai Accent with a displacement of 1341 cm³ and an output of 62 kW at 5700 rpm. The consumption was about 8 liters per 100 km. With a five-speed gearbox, the vehicle reached a speed of 145 km / h.
