The Tatra 148 is the further development of the Tatra 138 . The main development goals were to increase engine performance and load capacity. Outwardly, the Tatra 148 differs from its predecessor mainly in the modified design of the bonnet. A total of 113,647 vehicles in various designs were built.

The first vehicles of this type were built as early as 1969; full series production began in 1972 after the Tatra 138 was discontinued. In 1971, the Comecon decided to specialize the Tatra plant in the production of all-terrain trucks with payloads from 12 t. As a result, between 1972 and 1982, new production facilities were built in Kopřivnice and several other towns in what was then the ČSSR . The aim was to increase Tatra's production capacity to 15,000 vehicles per year. In 1972 6,328 Tatra 148 were built, the annual number of 10,000 vehicles was exceeded for the first time in 1977. Up to the end of production in 1982, a total of 113,647 Tatra 148s in various designs were manufactured. With the exception of the 4 × 4 tractor unit, this type was also built exclusively as an all-wheel drive three-axle vehicle (6 × 6). At the same time as the increase in production capacity, the development of a new type, the Tatra 813, began in the early 1970s .
