The official establishment of the CEB in Geneva is dated July 12, 1958 under this name. The predecessor was the Fédération Internationale de Billard (FIB), which consisted of the members Netherlands, Belgium, Germany and Saarland. The FIB was founded in 1956 due to dissatisfaction with the leadership style and the tutelage of the Union Internationale des Fédérations des Amateurs de Billard (UIFAB), which was then also responsible for continental affairs . Both associations competed from 1956 to 1958 to host the European carom championships, so that in 1957 two EM were organized. After other national associations had left the UIFAB for the same reasons, a reorganization was considered and the FIB was merged into the CEB in 1958. The first board consisted of:

  • BelgiumBelgiumGeorges Troffaes, President
  • NetherlandsNetherlandsW. Eeuwijk, 1st Vice-President
  • SpainSpainA. Ventura, 2nd Vice President
  • BelgiumBelgiumLC Druart, General Secretary
  • GermanyGermanyKarlheinz Krienen, General Sports Director, Press and Propaganda (was also President of the DBB )
  • NetherlandsNetherlandsJ. van Beim, Treasurer
  • FranceFranceM. Bocognano, technical inspector
  • SwitzerlandSwitzerlandK. Nussberger, technical inspector

tasks

The CEB is responsible for the sport of carom billiards in Europe in general, as well as its affiliated national associations. In addition to all European national associations, the associations from Egypt , Israel , Lebanon , Russia and Cyprus are part of the CEB.

The interests of German carom billiards are represented by the German Billard Union in the CEB, Austria by the BSVÖ and Switzerland by the Swiss Billiards Association / Fédération Suisse de Billard.

In 2013, Wolfgang Rittmann initiated an overall European championship for the first time, in which all age groups and genders are represented and all carom disciplines are played not only on match pool , but also on the small table. The club classes are also played.

First female president

On May 20, 2017, Diane Wild (born April 20, 1960) from Switzerland was first elected president of the largest continental association. Wild was already Vice President before her election and is known for organizing and sponsoring the Lausanne Billiards Masters .

In her inaugural speech, she advocates more innovation, transparency and cooperation with the national associations. An attention she wants on the promotion and development of women's and youth competitions, as well as a stronger presence of border disciplines of Karambolagebillardsports art shock and 5-cone . The continuation of the multi-European championships in Brandenburg an der Havel in 2019 and beyond should also play an important role .

Conflict between the UMB / CEB and the PBA

As a subordinate association, the CEB followed the statements and procedures of the UMB. The disciplinary commission of the CEB gave on the weekend of 14./15. September after their consultation announced the suspension of 18 players and thus confirmed the bans of the UMB. The following were blocked (from July 1, 2019 to July 1, 2020):

  • SpainSpain Juan David Zapata
  • SpainSpain Carlos Anguita
  • SpainSpain Javier Palazón
  • SpainSpain David Martinez
  • SpainSpain Amai Najjari
  • NetherlandsNetherlands Jean Paul de Bruijn

Regulations, violations and penalties

The statutes of the CEB state, among other things, that there is a violation of the rules

  • Failure to comply with the statutes and official regulations
  • unsportsmanlike conduct at tournaments
  • bad behavior in public, over the phone (news) or in person, which damages the reputation of the CEB

The commission also came to the conclusion that players have violated the CEB statutes by participating in PBA tournaments. Article 423 provides for the following sanctions for violations of the rules:

  • Warning under penalty in case of repetition
  • Establishing a punishment for recurrence
  • Deduction of points or withdrawal of titles, places or medals
  • Repayment or partial repayment of any prize money or other benefit received
  • Fine of a maximum of € 5,000
  • The temporal extension of the lock up to a maximum of 10 years

This regulation and the bans only affect the tournaments organized by the CEB on a European level. The CEB has promised the national associations their own way of dealing with the conflict. The national associations of the Netherlands and Belgium did not accept these bans. The DBU did not have to take action, as no German player had decided to take part in the PBA tour, this also applies to Austria and Switzerland.
