List of German aviation authorities
This list of German aviation authorities is kept by the aviation authorities within the Federal Republic of Germany . The civil aviation administration is run as a federal administration Art. 87d GG. In accordance with Section 31 of the Aviation Act, parts are assigned to the federal states as order management . That is why there are aviation authorities at the federal level and in the federal states. In addition, individual tasks have been assigned to entrusted companies and associations. You are not an authority, but you perform sovereign tasks by lending or commissioning .
The Military Aviation in Germany is their own responsibility by the Federal Ministry of Defense managed.
Federal aviation authorities
The ministries and administration at the federal level carry out the legal and technical supervision of the state authorities and the commissioned companies and associations. They carry out approvals, permits and supervision in the areas of passenger rights, air carriers, training organizations, air accidents and pilot licenses. They are also responsible to the European Union for the uniform implementation of the EU regulations, since air traffic is regulated by European law.
State aviation authorities
State aviation authorities perform administrative tasks that the administration at the federal level does not carry out directly itself. This includes the approval and supervision of the operation of

- Aviation events
- Carrying out aerial supervision on site
- Background check
- Manage the pilot licenses, which are limited to visual flight
In the states of Bremen, Hamburg, Mecklenburg-Western Pomerania and Saarland, the highest state authority is also the specialist authority for aviation.
Organizations with lending and commissioning
The commissioning of associations is subject to the condition that these administrative services are to be separated from the general activities of the associations and that they are also available to people outside the associations.
