The German Aero Club e. V. ( DAeC ) is the umbrella organization for air athletes in Germany. It has 22 direct members - the regional associations - and over 100,000 indirect members based in Braunschweig . At the national level, the DAeC is a member of the German Olympic Sports Confederation ( DOSB ), at the international level a member of the Fédération Aéronautique Internationale (FAI) and Europe Air Sports (EAS).

history

The German Aero Club (DAeC) was founded on August 4th 1950 in Gersfeld / Rhön. At that time, air sports were still subject to the strict requirements of the Allies. The first meetings of the association members on the Wasserkuppe were therefore partly illegal. One of the initiators of this meeting was Wolf Hirth, who argued with the "urgently needed representation of interests vis-à-vis the authorities and abroad". Under the motto "Unity makes you strong", all glider pilots, motorized pilots, model pilots and balloonists should get a common roof.

One of the first bodies of the new umbrella organization were the sports commissions, which - with the exception of the parachuting commission founded in 1952 - were brought into being in 1951. The technical committee, the aeronautical medicine committee, the meteorological committee, the press and advertising committee, the legal committee and the aerospace youth in the DAeC were soon added.

In July 1951, the DAeC was accepted by the Fédération Aéronautique Internationale (FAI) as a representative of German air athletes. Two years after it was founded, the DAeC already had 16,000 members; in 1960 there were more than twice as many. Today around 100,000 total members belong to the association. A milestone in the association's history was the merger with the Aviation and Parachuting Association (FFSV) on September 21, 1990 - the GDR's aviation association.

On September 1, 1999, the federal office of the German Aero Club moved from Heusenstamm near Frankfurt to Braunschweig.

The “aerokurier” quoted Georg Brütting, President of the German Aero Club from 1977 to 1983, as saying: “As diverse as the individual air sports may be, it was good and right to have them under one roof in German Aero Club to summarize and to take care of, as it happens internationally in the world air sports organization FAI. purpose

It is the declared purpose of the association in accordance with the statutes to bring together all those involved in air sports and the associations and clubs that work for them in Germany.

In order to represent and further develop the special interests of the individual air sports as a professional association , the sports associations such as DHV and DFV have been founded. The professional associations are full members of the DAeC (air sports association with special tasks).

structure

The DAeC has a federal structure. Each federal state is home to a legally independent regional association. Only these regional associations are the voting members of the DAeC. For the individual, membership in the DAeC exists indirectly by joining the respective regional association or one of its member clubs.

Not all relevant air athletes, clubs or associations are affiliated with the DAeC. The headquarters of the DAeC is the federal office at the Braunschweig research airport. Its main tasks include working with member associations, safeguarding and safeguarding the interests of air sports and supporting the activities of the federal commissions.

The DAeC members are active in seven air sports. These include gliding, powered flying, model flying, parachuting, ballooning, ultralight flying, and hang gliding and paragliding. The DAeC organizes national and international championships in the various disciplines of the sports, administers sports licenses and documents records.

General meeting and board

The ordinary general meeting is the highest organ of the DAeC. It usually takes place once a year and is made up of: the chairmen of the federal commissions (gliding, model flying, powered flight, parachuting, balloon flights, ultralight, paragliding and hang-gliding), the chairmen of the regional multi-aviation associations and the chairmen of the national ones Mono air sports associations.

The board of directors of the DAeC is divided into the president and his vice-president. The president is Stefan Klett , the vice-presidents are René Heise, Michael Rottland, Gunter Schmidt and Sigrid Berner (treasurer). The list of previous DAeC presidents includes Günter Graf Hardenberg, Georg Fürst von Waldburg zu Zeil and Trauchburg , Emich Fürst zu Leiningen, Harald Quandt - he had the first private jet in 1960 -, Georg Brütting , and Herbert Culmann (ex- Lufthansa - Chef) and Klaus Koplin.

The Secretary General of the DAeC has been Hubertus von Samson-Himmelstjerna, who has replaced Udo Beran since April 18, 2017. The federal office is in Braunschweig.

Air Sports Equipment Office

In the regulation for the commissioning of air sports associations (BeauftrV) the professional associations and thus the DAeC are named as agents. The commissioning of air sports associations is subject to the condition that these administrative services are to be separated from the general activities of the associations and that persons outside the associations are also available. The Federal Aviation Office has legal and technical supervision of this sovereign activity .

The DAeC was commissioned by the Federal Ministry of Transport and Digital Infrastructure to take on public tasks that result from the use of various aerial sports equipment (§1 BeauftrV). These tasks include issuing type and traffic approvals for microlight aircraft. In addition, the office takes on the training and authorization of the aviation personnel, supervision of the operation of air sports equipment and sample tests of large model aircraft. A total of 180 aviation schools for UL pilots and 16 for parachutists are registered with the DAeC.

Microlight aircraft and microlight helicopters

The DAeC is in Germany according to § 1 of the "Ordinance on the Commissioning of Air Sports Associations (BeauftrV)" of December 16, 1993 ( Federal Law Gazette I p. 2111), last amended by the Ordinance of October 1, 2001 (Federal Law Gazette I p. 2638 ), entrusted with the performance of the following public tasks in connection with the use of the airspace by microlight aircraft and microlight helicopters:

  1. Issuing of the type and traffic approval of this air sports equipment,
  2. Issuance of permits and authorizations for the aviation personnel of these aerial sports equipment,
  3. Issuing permits for the training of these aviation personnel,
  4. Supervision of the operation of air sports equipment on airfields and grounds, if both are used exclusively for the operation of air sports equipment and unless another person is responsible for supervision
  5. Collection of costs according to the cost regulation of the aviation administration in the currently valid version,
  6. performing the tasks in accordance with numbers 2 to 5 for one or two-seater aerial sports equipment with an engine that is not permanently connected to the aircraft and with a maximum permitted empty weight of 120 kilograms including harness and rescue equipment.

Completely equal is acc. § 2 BeauftrV also commissioned the DULV with exactly these tasks.

Glider

According to § 3a of the BeauftrV, the DAeC as well as the German Hang Glider Association are also responsible for the following public tasks in connection with the use of the airspace by gliders in accordance with Section 1 (4) LuftVZO entrusted:

  1. Issuance of permits and authorizations for the aviation personnel of these aerial sports equipment,
  2. Issuing permits for the training of these aviation personnel,
  3. Granting of permits to take off and land with these air sports equipment outside of the approved airfields (Section 25 of the Aviation Act)
  4. Supervision of the operation of air sports equipment on airfields and grounds, if both are used exclusively for the operation of air sports equipment and unless another person is responsible for supervision
  5. Collection of costs according to the cost regulation of the aviation administration in the currently valid version.

Jump parachutes

In addition, according to § 4 of the BeauftrV a corresponding commissioning equally for the DAeC and the DFV regarding the use of the airspace by parachutes .

Model aircraft

According to § 4a of the BeauftrV, the DAeC has equal rights with the Deutscher Modellfliegerverband e. V. accordingly with the performance of the following public tasks in connection with the use of the airspace by model aircraft in accordance with Section 1 (1) No. 8 LuftVZO entrusts:

  1. Issuing of type certification of model aircraft with a maximum take-off mass of more than 25 kilograms and up to 150 kilograms
  2. Granting of permits for pilots of these model aircraft
  3. Issuance of permits for training pilots of these model aircraft
  4. Collection of costs according to the cost regulation of the aviation administration in the currently valid version.
