He then found various uses as an officer in artillery units and graduated from the Army Academy (Harp Akademisi) in 1958 . After several other posts as a staff officer and a visit to the Saint-Cyr military school of the French army in 1962, he was again active as an officer and staff officer in various units and as a representative of the army academy in Damascus , before he was last military attaché at the embassy in Lebanon .

After being promoted to Brigadier General (Tuğgeneral) in 1974, Fisunoğlu became head of the Organization and Operations Department in the Army High Command and then in 1976 commander of the 4th Mechanized Infantry Brigade . In 1978 he was promoted to major general (Tümgeneral) and appointed commander of the 28th Infantry Division and then in 1980 as head of the organization and training department in the General Staff of Turkey .

In 1982 Fisunoğlu was promoted to lieutenant general (co- general ) and appointed head of the operations department in the general staff. He then was first commanding general of the V Corps and then both deputy commander of the Army Academy and deputy commander of the National Security Academy (Milli Güvenlik Akademisi) before he was commander of the Academy of Armed Forces (Silahlı Kuvetler Akademisi) .

After his promotion to General (Orgeneral) in 1987, Fisunoğlu succeeded General Kemal Yamak as Commander-in-Chief of the Aegean Army (Ege Ordusu) on July 24, 1987, and held this position until he was replaced by General Fikret Küpeli on August 23, 1989. He himself followed on August 23, 1989 General Doğan Güreş as Commander in Chief of the II., III. and V Corps existing 1st Army (Birinci Ordu) with headquarters in the Selimiye Barracks (Selimiye Kışlası) in Istanbul's district Üsküdar . He remained in this position until his replacement by İsmail Hakkı Karadayı on December 31, 1990.

Most recently, General Fisunoğlu succeeded General Doğan Güreş again on January 1, 1991, this time as Supreme Commander of the Army (Türk Kara Kuvetleri) . Before that, General Güreş had succeeded General Necip Torumtay as Chief of the General Staff of the Armed Forces . In 1993, contrary to the usual pension regulations, Güreş's term of office as chief of staff was extended by Prime Minister Tansu Çiller . Otherwise, Fisunoğlu would have become Chief of General Staff in accordance with the usual procedure. Fisunoğlu held the position of commander-in-chief of the army until his retirement on August 30, 1993 and was then replaced again by General İsmail Hakkı Karadayı.

Fisunoğlu is married and has two children.
