Necip Torumtay

Necip Torumtay (* 1926 in Vakfıkebir , Trabzon Province ; † August 28, 2011 in Ankara , Turkey) was a Turkish general who was last chief of the general staff ( Genelkurmay Başkanı ) of the Turkish armed forces ( Türk Silahlı Kuvvetleri ) from 1987 to 1990 .

Life

After school, Torumtay attended military school ( Harp Okulu ), which he graduated from in 1944 as a second lieutenant in the artillery . He then graduated from the artillery school between 1944 and 1946 and then found employment in various artillery units before finally becoming a teacher at the artillery school himself. After graduating from the Military Academy ( Harp Akademisi ) in 1954, he held various posts until 1970, including military attaché at the embassy in Japan , assistant to the auditor and officer for planning matters.

In 1970 he was promoted to brigadier general and appointed commander of the 1st Armored Division . After a subsequent use as commander of the 2nd Armored Brigade, he was Deputy Head of the operation planning in Supreme Headquarters Allied Powers Europe (SHAPE) of NATO in Mons . After he was promoted to major general in 1974 , he became deputy head of the Planning and Operations Department in the General Staff of Turkey and was subsequently commander of the 4th Infantry Division.

After his promotion to lieutenant general in 1978 he became the commander of the Turkish armed forces stationed in Northern Cyprus ( Kıbrıs Türk Barış Kuvvetleri ) and was then first head of the operations department and finally head of the department for general planning and policy of the general staff.

In 1982 Torumtay was promoted to general and as such was first deputy chairman and deputy general secretary of the National Security Council ( Millî Güvenlik Konseyi ) established after the military coup of September 12, 1980 and later general secretary of this body. In addition, he was the deputy chief of staff and, from 1984 to 1985, he was also the successor to Necdet Öztorun as commander in chief of the 1st Army .

On July 2, 1987, he succeeded General Necdet Öztorun again, this time as Commander in Chief of the Land Forces ( Türk Kara Kuvetleri ). Just 22 days later, on July 24, 1987, Torumtay succeeded Necdet Üruğ as Chief of the General Staff. Before that, there was speculation that Öztorun, favored by the general staff, would become chief of the general staff himself. Prime Minister Turgut Özal preferred General Torumtay as the successor to the previous Chief of Staff Necdet Üruğ.

Torumtay held the post of chief of staff until his retirement on December 3, 1990, at his own request . The reason for this was his strong rejection of Özal's line, who called for military intervention in the Second Gulf War on the part of the anti-Iraqi coalition. He was succeeded by General Doğan Güreş , who was previously also commander in chief of the land forces.
