Orkney and Shetland is a constituency for the British House of Commons . To represent Scottish interests in the British House of Commons, it became necessary to set up constituencies under the Act of Union . Orkney and Shetland constituency was introduced in 1708, making it the oldest constituency in Scotland still in existence today. It completely covers the archipelago of the Orkneys and Shetlands . This was not the case from the start, as Kirkwall , the capital of the Orkneys, was not within the constituency until 1918 . The constituency sends a representative.
