Today's Latvia, once Courland and Livonia , belonged to the Teutonic Order , then partly from 1629 to the Kingdom of Sweden , from 1721 partly to the Russian Empire , partly from 1561 to 1795 to the Kingdom of Poland-Lithuania , then ( partition of Poland ) completely to Russia until the First World War . The diplomacy of Austria (and Austria-Hungary) accordingly ran through the embassies in Warsaw , Stockholm and St. Petersburg .

As early as 1794 an Imperial and Royal Honorary Consulate was established in Riga in Livonia / Finland . Because of the trade relations and the importance of the port, this became the most important of the 5 consulates in the St. Petersburg area until 1918. They existed until 1914 . From 1909 there was also an honorary consulate in Libau (today Liepāja), which then existed beyond the chaos of war until 1919.

After the October Revolution of  1917, a first Republic of Latvia was proclaimed on November 18, 1918, which was recognized de jure by Austria's first republic , only a few days older, on February 17, 1921 . The Warsaw embassy was responsible for the Baltic States. November 1921, an honorary consul was filled again, and April 21, 1931 was raised to honorary consul general (ad personam). In 1938, before the start of World War II and in the course of the annexation to Hitler's Germany, the representation was dissolved. After the end of the war, Latvia was absorbed into the Soviet Union , while Austria's representation was in Moscow .

In 1991 Latvia was restored after the collapse of the Soviet Union , recognition by Austria took place on August 28, 1991, diplomatic relations were resumed on January 19, 1992. The ambassador in Stockholm was also certified for the first few years. The Latvian Embassy in Vienna was opened in November 1993. In 1994 there was again an honorary consul in Riga.

The Austrian Embassy was then opened on October 31, 1997. The branch office of the Austrian Chamber of Commerce has existed since 1998 (today known as the Foreign Trade Center). The Austria Library was opened on September 13, 2001.

In 2015 it was decided to leave the embassy open, it is used relatively little, and diplomatic contact with Latvia is possible through EU institutions and should remain “bilaterally intensive”.

Latvian-Austrian relations

Relations between the two countries are "excellent". Despite the economic boom in the Baltic States, it is not particularly important from an economic point of view (2014 foreign trade volume between Austria and Lithuania 150 million to 28 million euros). The cultural exchange is close , with the Austrian library, artist exchange programs and cultural events.
