The Consultative Assembly ( Arabic مجلس الشورى Majlis asch-Shura , DMG Maǧlis aš-Šūrā ) is the advisory body of the Emirate of Qatar , although it does not exercise any legislative power; this rests with the Emir Tamim bin Hamad Al Thani , who is also the head of the Qatari executive and judiciary.

The Consultative Assembly has 35 members. The body is to consist of 30 elected and 15 appointed members, but popular elections have been postponed several times in the past, most recently with the change of power to the current emir in 2013. The current term of office, in which only members appointed by the emir serve, was extended by a decree to the end of June 2016 extended.

Constitutional role

Qatar's constitution, adopted by referendum in April 2003, created a legislative body two-thirds of which is elected by general election and one-third is appointed by the monarch Hamad bin Khalifa Al Thani . According to the constitution, the legislature has only three powers: to pass the budget, to control the ministers' conduct by means of a vote of no confidence and to participate in legislative proposals that only become law by two-thirds majority and the approval of the emir .

history

On April 1, 2006 it was announced that parliamentary elections would take place in 2007 - according to a statement by the then Vice Prime Minister and Foreign Minister Hamad bin Jassim bin Jaber Al Thani , who later became Prime Minister of Qatar. However, this has been postponed until further notice and an advisory committee has been established to study the matter. The Legislative Council set the election date for June 2010. The election did not take place in 2010.

In November 2011, the emir announced that the election would take place in 2013. Nevertheless, it was postponed again and the current term of office of the assembly was extended to the end of June 2016.

Members

The current chairman, Mohamed bin Mubarak al-Kholaifi , was elected by the appointed members on March 27, 1995.
