  • The qualifying matches for the 2004 European Football Championship took place from September 7, 2002 to November 19, 2003 .

50 of the 52 member countries of UEFA played among themselves the 15 starting places for the EM 2004. Kazakhstan , the youngest member of UEFA, did not take part in the qualification. Portugal was set as the host country and completed the field of 16 finalists.

    Qualification mode

The qualification consisted of 210 games, 200 of which were played in group mode. The 50 teams were each drawn to one of 10 groups when the qualification groups were drawn on January 25, 2002 in Porto . In each group of five teams, 20 games were played, so that each team played a first and a second leg against all their group opponents (a total of eight games).

The ten group winners of the group matches qualified directly for the finals. The remaining five starting places were played by the ten runners-up in previously drawn relegation games.

In the event of a tie between two teams after the group matches, the regulations stated that the team that won the direct comparison would qualify. If no better team could be determined after this comparison, the goal difference counted and then the number of away goals from the directly against each other. If still no better team could be determined by these comparisons, then should the group matches (comparison of goal difference, number of hits, away goals) are used all the results and if you are still experiencing should be equality, fair play rankings decide . The last option should have been a drawing of lots.
