With the International Building Exhibition Urban Redevelopment Saxony-Anhalt 2010 (2003-2010), 19 cities in Saxony-Anhalt, in cooperation with the Bauhaus Foundation Dessau and the state development company SALEG , are permanently trying to create an efficient but affordable infrastructure in the participating municipalities under the theme "New Perspectives for Cities in Transition" to realize, which suffer above all from unemployment, suburbanization and demographic change , but mostly also have an important cultural heritage. The IBA employs urban planners, architects and local politicians as much as the residents of the cities. Each of the 19 participating cities deals with an individual and sustainable topic for urban redevelopment with internationally marketable solution concepts for cities with similar problems. All IBA municipalities should become healthy and more attractive for their residents and should once again radiate their regional uniqueness. The IBA Sachsen-Anhalt 2010 is the first of its kind, the test field of which is an entire area.

Fundamentals and financing of the urban redevelopment program

In Saxony-Anhalt over 18% of the apartments owned by municipal or cooperative companies are currently vacant. These are mostly prefabricated buildings from GDR times, but also old buildings that are worth preserving . In cooperation with the 19 IBA participating cities, the state is trying to improve the quality of life and economic power by redesigning and demolishing or renovating vacant buildings, or at least to keep them at a constant level and at the same time to relieve the cities financially. The individual concepts of the participating cities, which mostly focus on strengthening economic, social and cultural potential and at the same time serve as a guideline for the future structural and spatial development of the city, should be implemented in such a way that they can also be applied to any other city. As early as 2002, the state parliament of Saxony-Anhalt passed the annual payment of one million euros for the organization and supervision of the projects with its supplementary budget. The on-site projects are funded across departments from ongoing funding programs, including the federal-state program Urban Redevelopment East.

19 cities with a population of 5,000 to 230,000, each with different profiles and individual urban redevelopment concepts, are taking part in the International Building Exhibition.

The former chemical workers' town of Bitterfeld and the film town of Wolfen merged on July 1, 2007 with the communities of Greppin , Holzweißig , Thalheim and Rödgen to form the new town of Bitterfeld-Wolfen . The Am Bergmann housing estate, built in the style of Socialist Realism from 1952 and 1953, was carefully restored by 2010 and modernized both inside and out. Floor plans were changed and apartments converted to be barrier-free. The roofs have solar collectors, which have been sunk into the roof skin. Generous loggias were built on the garden sides, which can be converted into balconies in summer. The buildings were not insulated on the outside, but insulation measures were taken inside the apartments and a heating system with heat recovery was installed. The exterior plaster, windows and mailboxes have been adapted to the old designs, the stairwells retained their terrazzo floors, the wooden railings and, as far as has been passed on, the original colors.

In mid-2011, all of the apartments in the housing estate were rented by the municipal housing association SWG. This is a success in a city with otherwise large vacancies.

In that year, so-called colonist roads were laid out between the then still independent towns of Schönebeck, Frohse and Bad Salzelmen. After the political change in 1989/90 Schönebeck lost its image as an industrial city. This had lasting and serious consequences, especially for the old town. The IBA overview exhibition will be opened at the Bauhaus Dessau with a ceremony on April 8 and 9, 2010.
