The Reichsmarine financed the Ingenieurskantoor voor Scheepsbouw (IvS) in order to maintain and further develop the German submarine construction skills while circumventing the Versailles Treaty . All submarines were built for foreign nations in foreign shipyards. The shipyard test drives were partly used to train German submarine crews.
