Michael Roth (born August 24, 1970 in Heringen ) is a German politician ( SPD ). He has been a member of the German Bundestag since 1998 and has been Minister of State for Europe at the Federal Minister for Foreign Affairs in the Merkel III and IV cabinets since December 17, 2013 . Since January 2014 he has also been in charge of Franco-German cooperation .

education and profession

After high school in 1990 at the Werratalschule in herring and subsequent civil service began Roth in 1991 as a fellow of the Friedrich Ebert Foundation , a study of political science , the public law , the German and sociology at the Johann Wolfgang Goethe University in Frankfurt am Main , which he in 1997 graduated as a political scientist. Roth joined the SPD as a student in 1987 . He was initially involved with the Jusos and was their deputy federal chairman from 1993 to 1995. There he was considered an undogmatic reform socialist . From 1996 to 2015 he was a member of the board of directors of the SPD district Hessen-Nord and from 2001 to 2011 he was chairman of the SPD sub-district Hersfeld-Rotenburg .

From 2009 to 2014 Roth was Secretary General of the SPD State Association of Hesse and from 2015 to 2019 a member of the State Executive Board.

At the SPD federal party conference on December 8, 2017, Roth was elected to the SPD party executive. On December 7, 2019, he was re-elected to the party executive by the delegates of the SPD party congress.

Roth describes himself as an emancipatory, democratic socialist .

On July 2, 2019, Roth announced his candidacy as SPD chairman in duo with his party colleague Christina Kampmann . In the 1998 Bundestag election, Roth moved into the German Bundestag for the first time as a directly elected member of the Hersfeld constituency . In 2002 he was able to move into the Bundestag again with 54.9 percent of the first votes in the newly merged Bundestag constituency Werra-Meißner - Hersfeld-Rotenburg . Michael Roth also won the direct mandate in the four subsequent federal elections with 51.7 percent (2005), 40.4 percent (2009), 43.1 percent (2013) and 41.2 percent (2017) of the first votes.

From 2010 to 2013 Michael Roth was European policy spokesman for the SPD parliamentary group . From 2009 to 2014 and from 2017 to 2018 Roth was chairman of the SPD state group in Hesse in the German Bundestag. He belongs to the parliamentary left of the SPD parliamentary group.

Michael Roth was elected the top candidate of the Hessian Social Democrats for the 2013 federal election on March 9, 2013 . At the SPD state party conference in Hanau , the delegates voted him 89 percent on the state list. In the subsequent coalition negotiations between the CDU , CSU and SPD , Roth was a member of the “Foreign Affairs, Defense and Development Cooperation” working group.

For the 2017 federal election , Michael Roth was elected first on the state list of Hesse with 95.4 percent at the SPD state party conference in Kassel. At the coalition negotiations between the CDU, CSU and SPD, Roth headed the “Art, Culture, Creative Industries and Media” working group and was a member of the “Europe” working group.

Minister of State for Europe

Michael Roth has been Minister of State for Europe at the Federal Minister for Foreign Affairs in the Merkel III and IV cabinets since December 17, 2013 . Since January 2014 he has also been the representative for Franco-German cooperation .

As Minister of State for Europe with the rank of Parliamentary State Secretary , Michael Roth is the political deputy of the Federal Minister for Foreign Affairs. In this role, Roth worked with the three foreign ministers Frank-Walter Steinmeier ( 2013–2017 ), Sigmar Gabriel ( 2017–2018 ) and Heiko Maas ( since March 2018 ).

As Minister of State for Europe, Roth is responsible for all EU affairs, Eastern Europe, the countries of the Western Balkans, Russia, Turkey, human rights issues, interreligious dialogue, Jewish life and international affairs of LGBTI and Roma people.

As Chairman of the Committee of European State Secretaries, Michael Roth participates in the cabinet meetings of the Federal Government. He represents the Federal Government in the Council for General Affairs of the European Union. Roth is primarily committed to strengthening basic values ​​and the rule of law within the EU. In his speeches, he also stressed the need to develop social cohesion in the EU in order to counter the loss of trust in the EU among the population.

In April 2017, Roth was appointed chairman of the network of social democratic ministers in the General Affairs Council. He followed Harlem Désir in this position .

Michael Roth is chairman of the supervisory board of the Center for International Peace Operations (ZIF), board member of the Franco-German Institute, member of the board of trustees of the Institute for European Politics , member of the advisory board of the Adam von Trott Imshausen eV foundation and a member of the board of trustees of the Escape, Expulsion, Reconciliation Foundation and the German Foundation for Peace Research.

Since 2004 he has been a member of the regional synod of the Evangelical Church of Kurhessen-Waldeck and the Chamber for Public Responsibility of the Evangelical Church in Germany .
